The U.S. Department of Education’s Office of the Inspector General plans to renew 200 licenses for CCH TeamMate software, an audit management system that enhances internal audit processes by integrating risk assessment, scheduling, report generation, and collaboration. This renewal is set to cover a one-year period from September 30, 2011, to September 29, 2012, with the contract awarding scheduled for September 26, 2011. The software facilitates project management and secure record maintenance while supporting geographically dispersed teams, allowing auditors to optimize their workflow and focus on value-added services. Due to an exclusive licensing agreement with the current vendor, CCH Wolters Kluwer Teammate, the Department must engage a single source for this renewal, as no alternative suppliers are available per FAR 13.106-1(b). The Department already owns the software and is continuing its use under this renewal to maintain uninterrupted access. The contract is managed through the Department of Education’s Contracts and Acquisitions Management office in Washington, DC, with Merrill Foster serving as the designated contract specialist.

In accordance with FAR 13.106-1(b), the U.S. Department of Education intends to solicit a single source to meet its requirement for CCH TeamMate Brand Software Licenses. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Accordingly, the Department intends to award a contract to CCH Wolters Kluwer Teammate. The U.S Department of Education (ED) Office of the Inspector General (OIG) intends to renew 200 CCH TeamMate Brand Software licenses for a period of one year. CCH TeamMate Brand Software is an audit management system that streamlines and integrates every facet of the internal audit process system, from risk assessment to scheduling to report generation and more. As a result, it improves workflow and empowers internal auditors to spend less time documenting and reviewing and more time providing value-added service. The period of performance is 9/30/11 through 9/29/12. The contract will be awarded on 9/26/11. CCH Wolters Kluwer Teammate is project management software specifically tailored to meet the needs of auditors and managements to effectively plan, manage, and maintain the on-going and future projects in one central area. It allows online collaboration among geographically disbursed staff members and centrally maintains the records in a secure manner. The Department currently owns the software and is looking to renew 200 licenses to allow them to continue to utilize this software. The product license renewal is only available through the current vendor, CCH, under an exclusive licensing agreement, in accordance with FAR 13.106-1(b). As CCH has an exclusive licensing agreement, no other source can meet ED's requirement.
