The Department of Defense, through the 6th Contracting Squadron, intends to issue a sole-source purchase order for the Trimble R7 Base & Rover GPS Kits, which will be delivered and installed at MacDill Air Force Base, Florida. This acquisition is justified under FAR 6.302-1 due to the unique requirement for compatibility with the MFVR software used by the agency. The sole-source vendor is the only local supplier trained to integrate and maintain the GPS equipment in conjunction with the MFVR software, providing essential special software codes and 24/7 support with a guaranteed six-hour response time. No alternative suppliers or services meet these specific requirements, and the vendor’s expertise ensures proper functionality and communication between the devices and software. The contract follows the procedures outlined in FAR Subpart 12.6 for commercial item procurements and includes various applicable FAR and DFARS clauses. The vendor offers the equipment at a competitively priced unit cost, with significant cost savings projected for the government compared to other procurement options. An ombudsman is available to address concerns or disputes during the acquisition process, although their involvement does not affect other formal protest or dispute procedures. The effort supports urgent operational needs and the vendor has a strong past performance record with USSOCOM, ensuring reliable and timely fulfillment of the agency’s requirements.
