The contract solicitation pertains to the removal, transportation, and disposal of hazardous waste across multiple Department of Veterans Affairs medical facilities in Oklahoma, including the Jack C. Montgomery VA Medical Center, Ernst Childers VA Outpatient Clinic, and James Mountain Inhofe VA Medical Center, with services scheduled quarterly, annually, and semiannually respectively, beginning May 1, 2026. The base performance period is one year, with four optional one-year extensions through April 30, 2031, and an estimated total contract value of $47 million. Offerors must provide comprehensive hazardous waste management services, including packaging, labeling, manifest preparation, emergency spill response, regulatory compliance reporting, and on-site container management, all performed in accordance with EPA and DOT regulations, specifically 40 CFR Parts 260–265 and 49 CFR Parts 171–178. Award will be made on a Lowest Price Technically Acceptable basis, with technical acceptability determined through mandatory pass/fail evaluations of industry competency, fleet safety and capability, compliance and safety records, past performance, and experience serving similar facilities, with price evaluated solely as a reasonableness factor after technical qualification. Offerors must hold current state or federal waste transporter permits, possess valid EPA identification numbers, and maintain up-to-date certifications for personnel in HAZWOPER, hazardous materials transportation, and waste management. Additional mandatory requirements include submission of driver licensure and MVRs, TSDF facility details, emergency spill response plans, background checks for all staff, proof of insurance, and evidence of all applicable business licenses and permits. The contractor must comply with federal and VA-specific reporting standards, submit electronic invoices via the VA’s EIPP/Tungsten Network system, and provide a designated liaison for emergency coordination.
