Solicitation # SAWS-W519TC26RA036
Army Contracting Command - Rock Island Arsenal and the U.S. Army Product Lead Special Ammunition and Weapon Systems have issued solicitation W519TC26RA036 for the procurement of Special Ammunition and Weapon Systems and non-NATO standard ammunition. This effort supports the Department of War, other U.S. Government agencies, foreign governments, and international organizations by establishing an agile supply chain for non-standard ammunition and select non-standard weapon systems. The government intends to award up to five Firm-Fixed Price Indefinite Delivery Indefinite Quantity contracts. The total potential quantity for the life of the contract is 3,552,685,000 items, with a guaranteed minimum of 1,000 dollars provided through an initial delivery order for a Contract Data Requirements List deliverable. The contract structure consists of five one-year ordering periods. The source selection process utilizes the Highest Technically Rated Offeror approach, which is neither a tradeoff nor a Lowest Price Technically Acceptable method. Offerors are evaluated on their past technical experience using a self-score matrix, with a Minimum Technical Threshold Rating of 12,160 points out of a possible 15,200. While the IDIQ award is based on technical rating and price reasonableness, individual delivery orders will be competed using either Best Value Tradeoff or Lowest Price Technically Acceptable approaches. Due to the non-standard nature of the materiel, contractors are strictly evaluated on their ability to implement rigorous quality control, ballistic testing, and physical inspections, and must comply with ISO 9001-2015 standards. Proposals must be submitted via the PIEE Solicitation Module by October 26, 2026, at 8:00 AM Central Standard Time and must remain valid for 180 calendar days. Submissions are divided into three volumes covering contractual documents, technical proposals, and pricing. Compliance with ITAR, DFARS cybersecurity standards, and FASSCA supply chain risk mitigation is mandatory. All invoicing and payment processing will be conducted through the Wide Area WorkFlow system.

DESCRIPTION: The U.S. Army Contracting Command, New Jersey, (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking sources for the 9mm Marking Cartridges (for use in the M9 and M11 pistols, M4 Carbine and eventual use in the M17 and M18 Modular Handgun System. Marking rounds (blue/red) will be used with the Close Combat Mission Capability Kit (CCMCK). The CCMCK is a user installed temporary weapon conversion system that allows the Soldier to employ an individual weapon (M9, M11, and M4) at a minimum engagement distance of 5 feet using low velocity marking ammunition, while precluding the weapon from firing standard service ammunition. The marking ammunition shall be a reduced-energy, non-lethal cartridge that leaves a bright, water-soluble color marking compound on target upon impact, without penetrating the soldiers Operational Camouflage Pattern (OCP) or Personnel Protective Equipment (PPE). The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement. The ammunition must be compatible with the current US Army qualified CCMCK weapon conversion system for the M9 and M11 and the US Marine Corps qualified CCMCK upper receiver conversion system for the M4 Carbine. The National Stock Number (NSN) for the 9mm M9 Weapon CCMCK conversion kit is 1005-20-003-2362. The NSN for the M11 weapon CCMCK conversion kit is 1005-20-003-2361. The NSN for the M4 Carbine CCMCK upper receiver conversion kit is 1005-01-454-9283. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed. Those sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any backup data to support claims that their design will conform to the MIL-PRF-32312 requirements at their own expense. The Performance Specification is classified Distribution D (Authorized to the Department of Defense and DoD contractors only). Requests for the performance specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire, along with a signed DD 2345 Military Critical Technical Data Agreement form, and a fully executed Non-Disclosure and Non Use Agreement. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. PLANNED ACQUISITION This notice is being issued for informational purposes only. The Government is seeking interested sources to fulfill FY21-FY26 requirements. The estimated quantity to be purchased is approximately 40M. Initially delivery is required 180 days after award at a rate of 700K per month. Submission Information: Interested firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by submitting the following: a) A brief summary of its company's capabilities, facilities, personnel, and past manufacturing experience. b) Monthly and annual production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities. Evidence of proven monthly production at a minimum rate of 700K is requested. c) Marking cartridges per month capacity with deliveries beginning in FY22. d) Experience in small caliber production and testing. e) Sketches, drawings, specifications, brochures and current estimated unit cost per million. f) All contractor performed testing results to determine the current level of maturity of the ammunition design (as of the date of this sources sought), in accordance with all weapons (M9, M11 and M4) listed in MIL-PRF-32312. g) Sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any backup data to support claims that their design will conform to the MIL-PRF-32312 requirements. This market survey is for planning purposes only and the requirements may change. This shall not be construed as a Request for Proposal or as an obligation on the part of the Government. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Offeror shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the Government to Mr. Dave Schutzer at david.e.schutzer.civ@mail.mil and Mrs. Stephanie Kless at stephanie.g.kless.civ@mail.mil.
