iii B. Eligibility 1. Eligibility: Unless otherwise specified in a program element, all organizations of all types are eligible to propose, but not all can receive funding, see Section III. However, see below regarding the People’s Republic of China (PRC). 2. Cost Sharing: Unless otherwise specified in a program element, cost sharing is not required, see Section III(d). 3. Other Eligibility Criteria: Participation in ROSES-funded research by non-U.S. organizations is welcome on a "no exchange of funds" basis, see Section III(b). Moreover, proposals from or involving bilateral participation by the People’s Republic of China (PRC) are prohibited, see Section III(c). C. Program Description Research Opportunities in Space and Earth Sciences (ROSES) is an omnibus NOFO containing many active proposal opportunities each with its own topics and schedule that, together, solicit research and technology development activities across NASA’s Science Mission Directorate (SMD). The first five appendices of ROSES correspond to the five Science Divisions of SMD and they are: • The Earth Science Research, Applied Sciences, Technology, and Data Systems Programs sponsor integrative research to understand the Earth system and its climate, integrate and advance knowledge of the Earth as a system to meet the challenges of environmental change, strengthen our Nation, and improve life for all people (Appendix A). • The Heliophysics Research Program sponsors research to understand the Sun and its interactions with the Earth and the Solar System, including space weather (Appendix B). • The Planetary Science Research Program sponsors research to explore the Solar System to study its origins and evolution, including the origins of life within it (Appendix C). • The Astrophysics Research Program sponsors research to explore the Universe from the search for extrasolar planets to the origin, evolution, structure, and destiny of the Universe itself (Appendix D). • The Biological and Physical Sciences Research Program sponsors research to understand how biological and physical systems respond to and accommodate spaceflight environments (Appendix E). In addition, there are topics solicited that pertain to more than one of these five divisions above (e.g., Exoplanets Research). This cross-division research is in Appendix F. ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), identified by solicitation number W9128Z-25-S-A002, is an indefinite, open solicitation issued by the U.S. Army Contracting Command – Aberdeen Proving Ground to rapidly acquire innovative commercial technologies and research-driven solutions across all Army mission areas. Designed to revitalizing the industrial base and enhancing Warfighter lethality, the solicitation leverages a flexible acquisition framework under multiple FAR, DFARS, and U.S. Code authorities, including Other Transactions, Commercial Solutions Opening, and prototype authorities. It supports both Active Capability Gap submissions and periodic Calls for Solutions, with responses evaluated based on technical merit, feasibility, schedule, price estimation, viability, and desirability using a trade-off approach rather than lowest price technically acceptable. The solicitation remains open indefinitely until canceled, with recent amendments through March 2026 expanding and clarifying Army Example Areas, refining submission procedures, and updating contracting information including Active Capability Gap mailboxes. All submissions must adhere to strict formatting requirements, including a single PDF submission not exceeding five pages or fifteen slides, with mandatory inclusion of an executive summary, company information, and rough order of magnitude cost and schedule estimates. Offerors must be registered in SAM, use WAWF for invoicing, and comply with stringent data storage and security requirements, including U.S.-only data hosting and full organizational conflict of interest disclosures. The solicitation encourages participation from small businesses, nontraditional defense contractors, and nonprofit research institutions, with specific certifications required through the Affirmation of Business Status Certification. Performance may occur at government facilities including Aberdeen Proving Ground and other CONUS/OCONUS locations as directed, with award timing anticipated in fiscal year 2026, and support expected through 2032. No fixed contract value is provided, as pricing is determined through competitive evaluation of commercial proposals under the solicitation's open-ended structure.

A.14 Atmosphere
Solicitation # NNH25ZDA001N-ATMOS
The solicitation NNH25ZDA001N-ATMOS under the Research Opportunities in Space and Earth Sciences (ROSES) program seeks proposals for atmospheric research aligned with NASA’s Science Mission Directorate, with an emphasis on advancing understanding of Earth’s atmospheric systems, climate dynamics, and related environmental processes. The opportunity is open to all types of organizations, though funding eligibility is subject to specific program element criteria, and participation by entities from the People’s Republic of China is strictly prohibited. Proposals must be submitted electronically via NSPIRES or Grants.gov by the deadline of August 20, 2026, and must adhere to strict formatting requirements including a 15-page anonymized technical proposal for programs using dual-anonymous peer review, along with separate non-anonymized documents detailing personnel expertise, current and pending support, and a standalone total budget PDF. The proposal must include an Open Science and Data Management Plan ensuring data, software, and publications are preserved with metadata and persistent identifiers, aligned with NASA’s public access and open science policies. Award decisions are based on three core evaluation factors: relevance to program objectives, intrinsic merit assessed on science and technical quality, innovation, and feasibility, and cost reasonableness—none of which are assigned numerical weights, and the selection process explicitly avoids lowest-price technically acceptable methodology in favor of a trade-off approach. Proposals must comply with federal regulations including 2 CFR Part 200 and NASA’s Grants and Cooperative Agreement Manual, and applicants must maintain an active Unique Entity Identifier and SAM.gov registration. Performance periods typically span one to five years, with start dates approximately six months after the proposal deadline, and performance locations may include ground-based, suborbital, orbital, or deep space platforms depending on mission architecture. No contract options, formal security clearances, or physical delivery requirements apply; instead, the mechanism operates through grants or cooperative agreements, requiring principal investigators to complete research security training if devoting 10% or more effort. Special attachments such as a High-End Computing request are optional and must be submitted as separate PDFs, with the entire proposal package limited to 20 MB and restricted to unlocked, searchable, font-embedded PDF files only.
