The Army Open Solicitation (AOS) is an ongoing, open solicitation by the U.S. Army Contracting Command – Aberdeen Proving Ground designed to support all Army mission areas by rapidly acquiring innovative commercial and research-based solutions. Its primary goal is to enhance Army lethality, modernize capabilities, and revitalize the industrial base by leveraging advanced technology and diverse scientific approaches. The solicitation remains open indefinitely until formally canceled by the Army, enabling continuous submission and evaluation of proposals. The AOS uses two distinct submission pathways: Active Capability Gap (ACG) responses and Calls for Solutions, each governed by specific procedures outlined within the solicitation documents. The solicitation incorporates a series of amendments that refine the AOS and its attachments, including updates to Army Example Areas (AEAs), revisions of contracting information such as Active Capability Gap mailboxes, and formalization of submission and evaluation procedures. The acquisition approach utilizes a broad range of authorities including FAR competitive procedures, Broad Agency Announcements under DFARS, Other Transaction Authorities (OTAs), and specific U.S. Code provisions to facilitate flexible and expedited procurement methods. Calls for Solutions issued under AOS are time-limited while the overall solicitation remains perpetually open. The process encourages engagement from commercial entities, small businesses, and research organizations to submit proposals addressing capability gaps or offering innovative technological advancements. Request for Information postings serve purely for market research, with no guarantee of follow-on solicitations. Correspondence and inquiries related to AOS are managed via designated contact points within the ACC-APG Digital Capability Contracting Center, ensuring transparency and streamlined communication throughout the contract lifecycle.
