The Naval Sea Systems Command (NAVSEA) requires additional engineering services for the Aegis Combat System (ACS) to support defining, designing, developing, programming, documenting, integrating, and delivering baseline upgrades, improvements, and critical experiments. The original contract, awarded in April 1998 to Lockheed Martin Maritime Systems & Sensors (LM/MS2), was set to cover a performance period through September 2007. However, due to increased scope and budget demands from major programs such as Aegis Baseline 7 Phase I, joint initiatives with the Missile Defense Agency, and the Aegis CG/DDG Open Architecture, the ceiling for the contract is expected to be exceeded about two years earlier than initially planned. Lockheed Martin, as the prime contractor and longstanding developer of the ACS and Aegis Weapon System, possesses the unique expertise necessary to continue these efforts without causing delays in meeting required development schedules. This presolicitation, referenced under solicitation number N0002404R5138 and posted in May 2004, emphasizes the continuation and expansion of engineering services related to the Aegis baseline computer program development and critical experiments. Given Lockheed Martin's exclusive role since the program’s inception, they are the sole source capable of fulfilling NAVSEA’s advanced technical requirements efficiently. The contract work remains critical to advancing the Navy’s combat system capabilities and ensuring seamless integration with ongoing defense initiatives.

The Naval Sea Systems Command has a requirement to procure additional engineering services to define, design, develop, program, document, integrate and deliver Aegis Combat System (ACS) baseline upgrades, improvements, and critical experiments. The current ceiling was expected to provide a period of performance from April 1998 through September 2007; however, due to scope and budget increases for major programs such as Aegis Baseline 7 Phase I, Aegis/Missile Defense Agency joint initiatives and Aegis CG/DDG Open Architecture, the original ceiling contracted for is expected to be breeched two years earlier than expected. NAVSEA contract N00024-98-C-5197 was awarded to Lockheed Martin, Maritime Systems & Sensors (LM/MS2) (formerly Lockheed Martin, Government Electronic Systems), Moorestown, NJ in April 1998. LM/MS2, as the prime contractor for ACS and Aegis Weapon System (AWS) d evelopment since the program's inception, is the only source with the required expertise to fulfill the Navy's requirements without creating unnecessary delays in meeting Aegis Program Baseline Development schedules. Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
