Full Description

The DHS S&T Acquisition Division, Washington, DC, intends to solicit and negotiate a sole source contract under the authority of FAR 6.302-1 with Battelle Memorial Institute, 2900 Fire Road, Suite 201, Egg Harbor Township, NJ, 08234 for the period of twelve months from date of award. The purpose of this acquisition is an assessment of the potential for adapting the current standard used in the medical industry to a standard to be used in the security screening industry. This assessment is integral to meeting the goal of the Manhattan II Algorithm Standard Project to identify and develop total system solutions to meet the Transportation Security Administration's (TSA) screening requirements for checked baggage by upgrading/replacing the current Explosive Detection Systems (EDS). The new EDS systems will need to allow the integration of information from TSA's Security Technology Integration Program (STIP) and Common Elements system in order for DHS to have the ability to consolidate all the information automatically. Battelle is currently the only vendor that has worked in the area of defining this interface for the EDS type systems. This effort requires Battelle's unique technical analysis capabilities in the areas including CT research platforms and CT image quality as well as their access to industry contacts. Additionally, Battelle has a unique understanding of the systems that are required to be analyzed in this project through acceptance testing with the use of specialized Battelle-developed test kits in support of the TSA, which is necessary for this requirement. THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested concerns may identify their interest and submit a capability statement to elizabeth.clark@dhs.gov within 10 days of this announcement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
