AI Contract Overview

The contract outlines the government's intent to procure specialized biological materials and services to support malaria vaccine research conducted by the Naval Medical Research Center (NMRC). Specifically, the contract requires the maintenance of a facility capable of producing both uninfected and Plasmodium falciparum-infected Anopheles stephensi mosquitoes in significant quantities each month. This includes providing sixteen containers of uninfected mosquitoes, with an additional capacity for ten more, each container housing approximately 200-250 female mosquitoes. Furthermore, the contractor must supply four containers of infected mosquitoes with an option to increase up to eighteen containers on demand, with each container containing 150-200 females, at least half of which must be infected. Additionally, there is a requirement to produce five million purified, irradiated, infectious P. falciparum sporozoites monthly, purified to over 96% to ensure minimal contamination and high infectivity, for use in various assays and reagents related to vaccine development. The contract is intended to be awarded as a firm fixed-price agreement over a seven-month base period beginning around July 22, 2006, with four optional three-month extensions. It will be awarded without full and open competition, under the sole source authority to Sanaria, Inc., based on their unique capability to meet the highly specialized requirements. Although the notice invites interested parties to express interest within 45 days, the government retains discretion over whether to compete the procurement. The primary objective of this contract is to ensure a consistent and reliable supply of both infected and uninfected mosquitoes, as well as purified parasite sporozoites, to facilitate the ongoing malaria vaccine research efforts at NMRC.

The resultant contact is responsible for maintaining a facility and producing the following in support of NMRC: (1) Sixteen (16) containers of uninfected Anopheles stephensi mosquitoes per month, and the capacity to provide an additional 10 containers of uninfected Anopheles stephensi mosquitoes per month. Containers will contain 200-250 female mosquitoes on average; (2) Four (4) containers of P. falciparum-infected Anopheles stephensi mosquitoes per month, and the capacity to provide an additional 18 containers of P. falciparum-infected Anopheles stephensi mosquitoes per month. Containers will contain 150-200 female mosquitoes on average. At least 50% of the mosquitoes will be infected; and (3) Five (5) million irradiated, purified (>96%), infectious P. falciparum sporozoites for NMRC to use as reagents per month (e.g. for hepatocyte assays, IFAT slides, immunoblot reagents, etc.), during those months when the full complement of mosquitoes specified in (2) above is not required during the preceding month. These sporozoites shall have been purified by a process established to remove greater than 96% of contaminating salivary gland material and mosquito parts, and not to reduce the infectivity of P. yoelii sporozoites in vivo and P. falciparum sporozoites in vitro by more than 15%. The Government intends to acquire these services on other than a full and open competitive basis with Sanaria, Inc., 12115 Parklawn Drive, Suite L, Rockville, MD under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, as implemented by FAR 6.302-1. Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
