NASA Glenn Research Center requires services to develop an Integrated Medical Model that quantifies medical risks during spaceflight by identifying likely medical conditions, appropriate treatments, and necessary medical skills for various mission scenarios. The project focuses specifically on assessing fracture risk related to factors like bone mineral density loss, bone turnover rates, bone microarchitecture, collagen content, and the impact of pharmaceuticals used to prevent bone density loss. The Cleveland Clinic Foundation, with Dr. Angelo Licata as the lead expert—who holds unique qualifications and research experience in this specialized field—is the intended service provider. The government has indicated that this acquisition will not be conducted under the commercial item acquisition procedures outlined in FAR Part 12. Interested parties have a 45-day window, ending May 18, 2006, to submit written qualifications demonstrating their capability to perform the required tasks; these submissions will be reviewed solely to decide if a competitive procurement approach is warranted. The government retains discretion to proceed without full and open competition based on these responses. All responsible offerors may submit proposals and have them considered. Oral communication is not permitted in response to this notice, and an Ombudsman has been appointed to assist with the process. Additional information and notes related to the procurement are accessible through provided URLs.

Full Description

NASA/GRC has a requirement for an Integrated Medical Model which quantifies the level of medical risk related to space flight by identifying the most likely medical conditions, treatment options and medical skills required for different mission scenarios. NASA/GRC intends to purchase the services from The Cleveland Clinic Foundation. This effort requires expertise with clinical practice and research experience associated with the effect on fracture risk of medical conditions such as loss of bone mineral density, bone turnover rates, bone micro architecture, collagen content of bone and the effects of pharmaceuticals preventing loss of bone mineral density. Dr. Angelo Licata of the Cleveland Clinic is the only physician in the greater Cleveland area with the necessary qualifications and experience in this area of research. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. [Be aware that note 22 allows interested parties 45 days to respond] Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 18, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
