The U.S. Environmental Protection Agency (EPA) plans to negotiate a contract with Dr. Thomas Murray from the University of Georgia's College of Veterinary Medicine to obtain data on the relative potency of various pyrethroid compounds in depolarizing cultured neuronal membranes. Utilizing potentiometric dyes and FLIPR technology, Dr. Murray will generate data that the EPA will use to inform further studies on pyrethroid mixtures, which may also be conducted at the University of Georgia at the EPA’s discretion. This research supports the EPA’s goal of better understanding the neurotoxic effects of pyrethroids, which are a class of insecticides. Dr. Murray is identified as the preferred contractor due to his unique expertise, demonstrated through peer-reviewed publications, in working with pyrethroid compounds, culturing rat cortical neurons, and applying FLIPR technology. The contract is expected to last twelve months from the award date, with the procurement falling under NAICS code 541710 and a small business size standard of 500 employees, although no requests for quotations will be entertained. The EPA has issued a notice inviting other potential qualified sources to respond within 15 days, but if no suitable alternatives are identified, the order will be placed directly with Dr. Murray. Interested parties must submit their proposals in writing via mail or email to the designated EPA contact, and telephone or fax submissions will not be accepted. This arrangement emphasizes the importance of specialized knowledge and the unique capability of Dr. Murray’s laboratory to fulfill the EPA’s scientific needs related to pyrethroid neurotoxicity research.
