AI Contract Overview

The contract outlines research activities at the National Institute of Standards and Technology (NIST) involving the development of innovative technologies centered around temperature gradient focusing and solid-state radiance calibration sources. One key technology involves using temperature gradient focusing (TGF) to enhance analyte-ligand interactions, which can include various biochemical and chemical reactions such as nucleic acid hybridizations, enzyme-substrate reactions, protein interactions, and drug-target binding. This method allows for detailed analysis through the manipulation of the temperature gradient, providing insights into temperature-dependent reactions like nucleic acid duplex melting or polymer precipitation. Another development focuses on chiral temperature gradient focusing, a variation that incorporates chirally selective additives to separate analytes based on their chirality by altering electrophoretic mobility. Additionally, the contract describes the creation of a compact, LED-based solid-state radiance calibration source designed to provide temporally stable, spatially uniform, and radiometrically calibrated light at multiple wavelengths. This source addresses the need for portable calibration tools in radiation thermometry, enabling accurate initial characterization and ongoing verification of size-of-source effects without the bulk of traditional integrating sphere sources. Materials for optimizing spatial and angular uniformity have been evaluated to improve the performance of these radiometric instruments. The contract is managed by the Department of Commerce’s NIST office, with a designated contact for further inquiries.

Full Description

Researchers at the National Institute of Standards and Technology (NIST) are working on the following technologies. For further information, contact the: National Institute of Standards and Technology, Office of Technology Partnerships, 100 Bureau Drive, Stop 2200, Gaithersburg, Maryland 20899; Fax: +1 (555) 000-0000. This is not an announcement of a contract action or a grant. **NIST DOCKET NUMBER: 01-029CIP1 Title: Mixing Reactions by Temperature Gradient Focusing Description: The new use of TGF in this invention involves analyte-ligand interactions that occur as a result of focusing one (the ligand or analyte) and allowing interactions with the second (analyte or ligand) to occur. The mixing interaction can be a hybridization event between nucleic acids such as single stranded DNA/DNA or DNA/peptide nucleic acid (PNA), a chemical reaction, an enzyme/substrate reaction, a protein/protein, or drug/target interaction. In addition, moving the focused product through the temperature gradient after mixing allows additional information to be inferred if the assay displays a temperature dependent interaction (i.e. nucleic acid duplex melting or precipitation of thermoresponsive polymers). **NIST DOCKET NUMBER: 01-029CIP2 Title: Chiral Temperature Gradient Focusing Description: The invention describes a variant of temperature gradient focusing that uses chirally selective additives to modify the electrophoretic mobility of analytes thereby providing a method for focusing and separation of analytes based on their chirality. **NIST DOCKET NUMBER: 04-018 Title: Solid State Radiance Calibration Source Description: With the development of light-emitting diodes (LED) at many different wavelengths, compact, quasi-monochromatic sources can be developed for radiometric uses. Temporally stable, spatially uniform and radiometrically calibrated sources are needed in many different applications. Instead of using large integrating sphere sources, such radiance sources can also be used to measure the size-of-source effect (SSE) in radiation thermometers. These compact sources can be used for both initial characterizations and for periodic measurements to determine that the SSE has not changed. This invention describes the design, construction, and characterization of a unique LED-based radiance source (LRS). Different diffuser materials are assessed for spatial and angular uniformity.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
