The Government plans to award a sole source contract to Hammel, Green and Abrahamson, Inc. (HGA) for construction phase services related to the Replace Water Lines Phase 3B and Missouri Parking Lot project at the VA Medical Center in Hines, Illinois. This project will be executed using a design that HGA previously completed in 2016, which necessitates their involvement to provide services such as addressing requests for information, updating drawings, and other related construction phase support tasks. Although the VA does not have an existing contract with HGA, their unique familiarity with the design requires limiting the procurement to this specific firm to ensure timely and successful project completion. The contract will be a firm fixed price agreement for architectural and engineering services, covering the period from award through June 2020. While this is not a request for proposals, all responsible parties are invited to submit capability statements, proposals, or quotations for consideration. Submissions must be sent by 10:00 AM Eastern Time on April 8, 2019, to the designated point of contact, April C. Judd, via email. The procurement follows regulations under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, supporting the justification for limiting competition to HGA based on their prior involvement and the specialized nature of the services required.

This total small business set-aside project involves renovating approximately 26,000 square feet of a failing maintenance facility. The scope of work includes repairing HVAC and electrical systems, replacing the roof and insulation, restoring non-code compliant bathrooms and showers, and removing non-structural interior walls to create flexible workspaces. Additionally, the project requires the installation of ABA-compliant entrance and curb ramps, the implementation of a code-compliant fire alarm and suppression system—specifically requiring Monaco Enterprises Incorporated equipment for network compatibility—and ensuring the facility meets minimum DOD Antiterrorism standards. The contract is a Firm-Fixed-Price award with an estimated construction magnitude between $10,000,000 and $25,000,000, funded by FY25 Operations and Maintenance Army Reserves funds.
