A--Engineering services and facilities to review Special Operating Forces (SOF) and Deep Submergence System (DSS) carry-on gear from a toxicity/flammability standpoint

The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a firm-fixed price purchase order for engineering services and facilities to review Special Operating Forces (SOF) and Deep Submergence System (DSS) carry-on gear from a toxicity/flammability standpoint, and provide recommendations to the U.S. Navy. It is intended to award to Battelle Institute of Columbus, Ohio. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit capability statements. This notice of intent is not a request for competitive proposals. However, all capabilities statements received prior to 28 December 2011 will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
