Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD), Marine Composites Branch, Code 655, has a requirement for the fabrication and shipment of specialty, composite-to-steel, hybrid joint panels. NSWCCD intends to negotiate a non-competitive procurement with the Seeman Composites, Gulfport MS; under the authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplier of services will satisfy agency requirements. The continuing Advanced Hull Materials and Structures Technology (AHM&ST) - Hybrid Hull Joints was established to develop, test and analyze advanced materials and manufacturing and structural concepts that will enable the present and future design of survivable and affordable Naval ships. Seemann Composites has developed a patented process of fabricating and shaping composite specimens, using specialty glass and vinylcater resins specifically for the AHM&ST program. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated award date is on or around 9/21/06. Interested parties may forward capabilities statements to the point of contact no later than 9/15/06.
