The Centers for Disease Control and Prevention plans to award a firm fixed price purchase order to the University of Florida Food Science and Human Nutrition Department for a study investigating global DNA methylation changes associated with folic acid supplementation. This ongoing research aims to understand if DNA methylation changes occur in response to folic acid, how these changes vary by genotype and dosage, and the timing of such changes during and after supplementation. The study utilizes DNA samples from women in China, where folic acid food fortification is absent and dietary folate is limited, administering varied folic acid doses over six months and collecting blood samples at multiple intervals, including three months post-supplementation. This procurement will be conducted as a sole source simplified acquisition under regulations allowing non-competitive negotiation, as the University of Florida is uniquely capable of providing the specialized global DNA methylation data and timeframe critical for this study. Although this notice is not a solicitation for competitive proposals, interested parties with relevant capabilities are invited to submit written capability statements by the specified deadline for consideration. Communication regarding this procurement should be directed in writing to the designated contract specialist, Matthew Ellington, via email or fax, with no phone inquiries entertained.

The purpose of this study is to determine if there are global DNA methylation changes in response to folic acid supplementation and if observed changes are genotype and dose dependent. This is an on-going study and the University of Florida is the only source to provide the specific global DNA methylation and critical timeframe for this study deeemed necessary by CDC. utilize DNA samples that were collected in from women in China, where there is no food fortification with folic acid and dietary sources of folate are limited, were given folic acid supplements in varying doses over a 6 month time period in order to determine the optimal folic acid dose. Blood samples were taken at the beginning of the study as well as at 1, 3, 6 and 9 months (3 months post-supplementation). CDC intends to negotiate this requirement with University of Florida under the authority of FAR 6.302-1, HHSAR 306.302-1, and 10 U.S.C. 2304(c)(1).
