NASA's Glenn Research Center requires an update and modification of the Free-Piston Stirling Engine Dynamic (STIRDYN) code, including its conversion from Fortran 77 to Fortran 90, accompanied by the delivery of the updated code and its user manual. The updated STIRDYN code will support the design and modeling of Stirling engine dynamics. NASA intends to negotiate directly with Foster-Miller, Inc., as they are currently the only known source capable of fulfilling these specific requirements. The acquisition will be treated as a commercial item in accordance with Federal Acquisition Regulation (FAR) Part 12. Interested organizations are invited to submit their capabilities and qualifications by a specified deadline, which will be evaluated solely to determine whether the procurement will remain non-competitive or open for competition. All submissions must be in writing and sent via email to the designated contact, with oral communications not accepted. There is also an appointed Ombudsman available for addressing concerns, and all responsible sources may submit offers for consideration. The government retains sole discretion in deciding whether to pursue full and open competition based on the responses received.

Full Description

NASA/GRC has a requirement for updating Free-Piston Stirling Engine Dynamic (STIRDYN) Code Modification and Development. NASA requires the STIRDYN Code and Users Manual, transmission of the code, and code conversion which updates the STIRDYN code from Fortran 77 to Fortran 90 before transmittal of the code to NASA. NASA/GRC intends to negotiate with Foster-Miller, Inc. for the update of the STIRDYN computer code for use in design and modeling of Stirling engine dynamics because they are the only source who can meet the above requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/27/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All communication must be by e-mail to Dawn R. Pottinger at contact@example.gov . All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
