Naval Air Systems Command (NAVAIR) plans to negotiate and award a Basic Ordering Agreement order for engineering and technical support services essential for integrating the Tomahawk Block III and IV All-Up-Round (AUR) missiles into the SSN-774 submarine launch platform. This integration specifically targets the Block III Capsule Launch System (CLS), Torpedo Tube Launch (TTL), and Block IV CLS variants. The scope of work encompasses comprehensive support across multiple engineering disciplines—including systems, mechanical, electrical, and software engineering—as well as performance engineering, safety, integrated logistics support, integration, verification, and testing, along with program management. Raytheon Company is identified as the sole source for this contract due to its unique qualifications, historical role, and exclusive possession of critical configuration and manufacturing data for the Tomahawk AUR missile. Since 1994, Raytheon has been the singular developer, designer, and manufacturer of the Tomahawk AUR, and it maintains responsibility for the missile's key requirements, interface, integration, and verification documents. This exclusive expertise ensures that Raytheon can meet the technical demands within the required timeframe, avoiding unnecessary cost duplication. The contract is managed through NAVAIR’s office located in Patuxent River, Maryland, with a designated contract specialist available for queries.

Full Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-05-G-0008 for services and engineering support necessary for the Tomahawk Block III and IV All-Up-Round (AUR) integration into the SSN-774 launch platform, specifically Block III Capsule Launch System (CLS) and Torpedo Tube Launch (TTL) plus Block IV CLS variants. This effort includes technical support in the areas of systems engineering; mechanical engineering; electrical engineering; performance engineering; safety; integrated logistics support (ILS); integration, verification, and test (IVT); software engineering; as well as program management. NAVAIR intends to award this effort to Raytheon Company, P.O. Box 11337, Tucson, Arizona 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, Raytheon has been the sole developer, designer and manufacturer for the Tomahawk AUR. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk AUR missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. Because a detailed knowledge and expertise of the Tomahawk missile is required to perform the services and engineering support necessary for the Tomahawk Block III and IV All-Up-Round (AUR) integration into the SSN-774 launch platform, Raytheon is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.

The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. The government may provide Government Furnished Software for specific technical areas, and all research must comply with National Industrial Security Program standards for the protection of classified information.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.
