Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Request for Proposal (RFP) - Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs)
Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. The contract utilizes a mix of Firm Fixed Price for primary labor and materials and Cost Reimbursable arrangements for other direct costs and travel.

Pioneering Aerospace Capabilities, Engineering and Research
Solicitation # FA2391-23-S-2403
The Pioneering Aerospace Capabilities, Engineering and Research (PACER) program, under solicitation FA2391-23-S-2403, is a comprehensive Broad Agency Announcement issued by the Air Force Research Laboratory (AFRL) Aerospace Systems Directorate. This open, two-step solicitation is designed to fund research and development efforts that mature novel aerospace concepts and technologies to appropriate technology readiness levels, specifically targeting transformative capabilities for the warfighter. The program encompasses a wide array of specialized calls, including efforts for hypersonic weapon concepts (HAMWC), automated air-to-air refueling (CRONUS), advanced propulsion and power systems (SNAPP, AEPO, MSIPPT, HITEMP, INNATE), and multidisciplinary design and structures (MASTR, VOLARE, CC DROIDS). The acquisition process typically involves an initial white paper submission followed by full proposals from selected offerors, though some calls utilize a one-step process. Awards may take the form of contracts or assistance instruments, with anticipated types including Cost Plus Fixed Fee (CPFF), Firm-Fixed-Price (FFP), and IDIQ task orders. Due to the sensitive nature of the research, strict security protocols are enforced, requiring offerors to comply with AFRLI 61-113 for Science and Technology Protection and meet CMMC Level 2 and NIST SP 800-171 standards to access Controlled Unclassified Information (CUI). Proposals are evaluated based on the uniqueness and innovation of the approach, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary substantial factor.

The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government's intent to award a sole source, firm-fixed priced contract to The Research Foundation for the State University of New York located in Amherst, New York to compile data describing genomic diversity related to thiamine metabolism and processes among multiple lake trout populations. This contract action is for non-commercial services under NAICS code 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) for which the agency intends to solicit and negotiate with only one source under Authority, 6.302-1 and FAR 13.106-1(b), Simplified Acquisition procedures. This project is the result of an unsolicited proposal to assist FWS in collecting and compiling data to inform FWS native species program work to restore Lake Trout in Lake Ontario. Without this data, FWS is unable to determine if the current hatchery strains are capable of adapting to the low thiamine conditions currently impeding Lake Trout recruitment in Lake Ontario. This service will give FWS the information it needs to proceed towards the reestablishment of a self-sustaining population of Lake Trout in Lake Ontario. The Contractor has extensive experience sequencing and computationally analyzing fishes with large, complex genomes. Additionally, the Contractor has Oxford Nanopore Technology sequencing machines that can perform long-read sequencing that is highly advantageous when working with organisms with complex genomes, such as Lake trout. Furthermore, the Contractor has lab protocols, established analytical pipelines, and computational infrastructure required to perform this work available in their laboratory. FWS anticipates an award in late November 2023 with a proposed period of performance of two years with an estimated total contract value of $100,000. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. Questions or comments to this NOI should be directed to Contracting Officer, Ryna Russell at contact@example.gov no later than 11:00am, EST, Wednesday, 11/22/2023. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability Statement Submission - DOIFFBO240016.
