AI Contract Overview

NASA is initiating the Phase 2 Implementation of the Geostationary Lightning Mapper instrument for GOES, with instructions expected to be issued around March 15, 2007. This phase follows the Phase 1 Formulation stage, for which Ball Aerospace and Technologies Corporation, ITT Industries Space Systems LLC, and Lockheed Martin Space Systems Company were previously awarded contracts. While these Phase 1 contractors are the primary candidates for the implementation phase, the procurement remains open to other responsible sources. Any additional offerors seeking to compete must prove a level of design maturity equal to the Phase 1 contractors, which includes providing a completed Concept Design and results from all required trade studies, analyses, and demonstrations. Failure to meet these strict maturity requirements may result in a proposal being deemed unacceptable. Interested parties can request preliminary documents and final instructions through Donna Santos at the NASA Goddard Space Flight Center, and all solicitation materials are available via the NASA/GSFC Business Opportunities website.

Full Description

On or about March 15, 2007, NASA will issue instructions to Ball Aerospace & Technologies Corporation, Boulder, Colorado, ITT Industries Space Systems LLC, Fort Wayne, Indiana, and Lockheed Martin Space Systems Company, Palo Alto, California, for Phase 2 (Implementation) of the Geostationary Lightning Mapper instrument for GOES. These companies were awarded contracts for Phase 1 (Formulation) under the progressive competition procedures described in NASA FAR Supplement 1817.7300 (c) and 1817,7301-5. While NASA's expectation is that only these Phase 1 contractors will be able to successfully compete for Phase 2, all proposals will be considered. However, a proposal from any such additional offeror(s) must demonstrate a design maturity equivalent to that of the Phase 1 contractors. This demontration must include completion of a Concept Design and the results of completed trade studies, analyses, and demonstrations (fully compliant with Phase 1 Contract Statement of Work). Failure to fully and completely demonstrate the appropriate level of design maturity may render a proposal unacceptable with no further consideration for contract award. All of these conditions were disclosed during the full and open competition for Phase 1. Prior to the release of the instuctions to the Phase 1 contractors, certain preliminary documents will be provided for their comment. Any responsible source may indicate its desire to submit a proposal for the implementation phase. These documents and the final instructions to the Phase 1 contractors will be available to potential additional offerors upon request. Requests for the preliminary documents or for the final instructions to the Phase 1 contractors must be directed to Donna Santos, Code 210.7, NASA/GSFC, Greenbelt, MD 20771. Email: contact@example.gov, FAX +1 (555) 000-0000 An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51
