The National Institute of Allergy and Infectious Diseases (NIAID) is seeking to award a cost reimbursement contract for up to five years to support research aimed at advancing HIV-1 vaccine development. The contract focuses on immunogenetic characterization of HIV-positive and negative populations at international vaccine trial sites, including mapping cytotoxic T lymphocyte (CTL) and T helper cell epitopes associated with common human leukocyte antigen (HLA) types. Additionally, the project involves analyzing HIV clade variants in the geographic areas of study cohorts and developing a comprehensive database of HLA types, T cell epitopes, and viral variants. This database is intended to facilitate the design of effective HIV vaccines, improve immune response predictions, and aid assay development. The solicitation for this contract was made available electronically in June 2003 under RFP NIH-NIAID-DAIDS-03-13, with proposals due by September 13, 2002. The government will review submissions and invite those within the competitive range to provide additional documentation. The contract specialist overseeing this acquisition is Scott Drega. The request for proposal package includes detailed work statements, deliverable and reporting requirements, evaluation criteria, and submission instructions. The contract opportunity does not guarantee an award but invites all responsible offerors to participate.

The National Institute of Allergy and Infectious Diseases (NIAID) supports a comprehensive portfolio of grant and contract resources to discover, develop and evaluate potential vaccines to prevent infections caused by Human Immunodeficiency Virus-1 (HIV-1). This acquisition shall support the immunogenetic characterization of selected HIV seropositive and seronegative populations at international vaccine sites, identify and map the CTL and T helper epitopes restricted by the common HLA types, analyze the HIV clade variants circulating in the geographic locations of the cohort to be immunized, and establish a database of HLA types, associated T cell epitopes, and viral variants to guide HIV vaccine design, prediction of immune responses and assay development. It is anticipated that one (1) cost reimbursement, completion type contract will be awarded for a period of five (5) years, beginning approximately May 2003. RFP NIH-NIAID-DAIDS-03-13 will be available electronically on or about June 17, 2003, and may be accessed through the NIAID Contract Management Branch (CMB) Home Page by using the following electronic address and instructions: NIAID/CMB Home Page (http://www.niaid.nih.gov/contract to access the NIAID/CMB Home Page.
