The Department of Veterans Affairs, specifically the VA Pittsburgh Healthcare Systems, intends to enter into a sole source contract with Vicon Motion Systems Inc. for the provision of support and optimization services for the Vicon camera system. This contract is based on the justification that only Vicon Motion Systems possesses the proprietary knowledge and design rationale required to maintain and support the equipment effectively, which is critical for ongoing research and development efforts. The contract period is set to begin on September 30, 2019, and end on September 29, 2020, with the option to extend services for up to four additional one-year periods. The work will be performed at the Human Engineering Research Laboratories in Pittsburgh, PA, under NAICS code 541511, which relates to computer programming services, with a size standard of $25 million. While the procurement is intended as a sole source award, other parties who believe they can fulfill the requirements are invited to submit information regarding their capabilities by August 16, 2019, at 1:00 PM EST. This is not a solicitation for quotes, and no solicitation will be issued; the Government will evaluate any submissions and retain full discretion on whether to proceed with a competitive process. If no suitable responses are received, negotiations will continue solely with Vicon Motion Systems. All responses must be sent at no cost or obligation to the Government and directed to the designated Contract Specialist.
