The contract seeks a qualified contractor to perform multidisciplinary research investigating the relationship between tobacco product types, user behaviors, chemical composition, toxicology, and biological effects to assess addiction and cancer risks associated with new or potentially reduced-exposure tobacco products. This research is critical due to limited knowledge about these products' composition, actual usage patterns (including combined use with conventional cigarettes), and the resultant exposure to harmful constituents. The contractor’s responsibilities include evaluating exposure to toxic and carcinogenic substances in users of various cigarette and smokeless tobacco products, with considerations for product type, gender, and ethnicity or race. A significant focus will be placed on developing and validating advanced laboratory methods and biomarkers that are sensitive, specific, and suitable for high-throughput applications, especially in large-scale population studies. Key tasks involve assessing product emissions under differing behavioral conditions, standardizing laboratory testing methods and exposure biomarkers, collecting data on toxicity biomarkers, effectively communicating major research findings, and collaborating with an Expert Consulting Committee. The contract is structured as a single cost-reimbursement, completion-type award with a five-year performance period. Interested offerors are responsible for monitoring the official website to access the solicitation and any amendments. Theresa H. Shroff serves as the Contracting Officer and primary point of contact for inquiries. The project falls under NAICS code 541710 and aims to advance scientific guidance for evaluating the toxicity and exposure risks associated with next-generation tobacco products.

Full Description

The Tobacco Control Research Branch (TCRB), located in the Behavioral Research Program (BRP) of the Division of Cancer Control and Population Sciences (DCCPS) of the National Cancer Institute (NCI) is seeking a contractor to conduct multidisciplinary research on the interplay of tobacco product type, behavior of product use, chemistry, toxicology, and biology in order to determine the addiction and cancer risk potential of new, potential, reduced-exposure tobacco products. Little is known about the composition of these products, how they are actually used (i.e., alone or in conjunction with conventional cigarettes), their true impact on users exposure to harmful tobacco and smoke constituents and there is an urgent need for scientific guidance regarding laboratory methods and biomarkers for evaluating toxicity and exposures for individual users of these products. The contractor will conduct studies aimed at the evaluation of exposures to toxic and carcinogenic agents among users of different types of cigarettes and smokeless tobacco products, and how they are modified by product type, gender, and ethnicity/race. Major emphasis will be on development and validation of sensitive, specific, and high throughput laboratory methods and their application in large population studies. The major task areas will involve 1) assessment of tobacco product emissions under varying behavior conditions; 2) standardization and validation of laboratory methods and exposure biomarkers; 3) information gathering on toxicity biomarkers; 4) communication of major findings and 5) interaction with Expert Consulting Committee. It is anticipated that one (1) cost reimbursement, completion-type contract will be awarded and that the period of performance will consist of a period of five (5) years. This applicable NAICS Code is 541710 . This solicitation will be available electronically on or about April 8, 2005. The RFP may be accessed through Internet address: http://rcb.nci.nih.gov/.
