The Air Force Research Laboratory Directed Energy Directorate and the High Energy Laser Joint Technology Office are organizing a Laser Relay Mirror Workshop to be held at Kirtland Air Force Base, New Mexico, on July 22-23, 2003. The workshop aims to explore the most promising and practical applications of laser relay systems, examining potential architectures and operational concepts while establishing technology development roadmaps. A panel will discuss multi-Service mission possibilities using various laser sources and relay platforms such as ground vehicles, UAVs, and airships. Presentations will cover critical technologies, platform options, and existing or planned relay mirror demonstrations. On the second day, working groups will focus on major military applications and essential technologies, culminating in briefings to all participants. A government-only caucus will work on developing a multi-Service laser relay development roadmap and identifying Small Business Innovation Research (SBIR) topics for fiscal year 2004. Interested parties may submit white papers, adhering to length and format guidelines, for consideration by the government caucus. Participation in the workshop requires contacting the coordinator by July 11, 2003, and submission deadlines for white papers and SBIR proposals fall on the same date. The workshop is part of a Department of Defense initiative to advance laser relay mirror technology for military use.

Title: Laser Relay Mirror Workshop - 22-23 July 2003 The Air Force Research Laboratory Directed Energy Directorate (AFRL/DE) and the High Energy Laser Joint Technology Office (HEL/JTO) are hosting a Laser Relay Mirror Workshop at Kirtland AFB, NM, on 22-23 July 2003. The goal of the meeting is to identify the most attractive and feasible applications of laser relay systems, to discuss architectures and Concepts of Operation/Employment/Execution for them, and to draft technology development roadmaps for these applications. A panel discussion will focus on potential multi-Service missions, using surface or airborne laser sources, and with relays mounted on ground vehicles, uninhabited air vehicles (UAVs), or airships. In addition to the panel discussion, there will be presentations on critical technologies, platform options, and current and planned relay mirror demonstrations. The second day, working groups will meet to discuss major military applications and required technologies. These working groups will give out-briefs to the entire assembly. A government-only caucus will draft a multi-Service and Agency laser relay development roadmap and identify potential Small Business Innovation Research (SBIR) topics for FY04. White papers describing technologies and techniques relevant to the military use of laser relay systems, as well as potential FY04 SBIR topics, may be submitted for consideration by the relay mirror government caucus. White papers should be no longer than two pages and potential SBIR topics should follow the standard SBIR format. A more extensive white paper and/or a meeting may be requested at a later date. If you would like to participate in the Laser Relay Mirror Workshop, please contact the Workshop coordinator, Dr. Marc Hallada, Schafer Corporation, at +1 (555) 000-0000, contact@example.gov, NLT COB on 11 July 2003. White papers and potential FY04 SBIR topics, for consideration by the government relay mirror caucus, should be submitted to Dr. Chris Washer, program advisor for the High Energy Laser Joint Technology Office (HEL/JTO), +1 (555) 000-0000, contact@example.gov, NLT COB on 11 July 2003.

TACTICAL Broad Agency Announcement (BAA)
Solicitation # FA9451-24-S-0001
The TACTICAL Broad Agency Announcement (BAA) FA9451-24-S-0001 is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation, and the enhancement of performance, reliability, and affordability for future weapon system components. With an estimated total funding profile of 499 million dollars over five years, the BAA covers 14 distinct topic areas, including laser sources, beam control, satellite custody and characterization, high power electromagnetics, and wargaming. This is a BAA with closed calls, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued periodically via SAM.gov. The government may utilize various contract types, including Cost-Plus-Fixed Fee and Firm Fixed Price, though cost-type awards require a DCAA-approved accounting system. To streamline the process, the AFRL utilizes Topic Area Groups (TAGs), where technically qualified entities are pre-selected based on executive summaries to receive future requests for proposals or white papers. Selection is based on overall scientific and technical merit, importance to program requirements, and fund availability, with cost analyzed for realism and reasonableness rather than used as a primary evaluation criterion.
