Lawrence Livermore National Laboratory (LLNL), operated by the University of California under contract with the U.S. Department of Energy, is seeking industrial partners to commercialize a newly developed Inspection Tester for Explosives. This technology allows non-technical personnel to quickly and easily screen surfaces for explosive residue, making it suitable for use in various settings such as transportation checkpoints, airports, law enforcement, and first responders. The device works by using a sample pad that can be swiped across surfaces or exposed to suspect substances, detecting a wide range of military and industrial explosives with high sensitivity and rapid results. Its design is optimized for effective chemical reactions, providing a reliable, disposable, and cost-effective screening tool. The announcement emphasizes that this opportunity is not a procurement request but an invitation for companies interested in commercializing the technology to submit a written statement of interest within 30 days. Respondents should include their company information, a point of contact, and a description of their capabilities relevant to commercialization. Written responses must be directed to LLNL’s Industrial Partnerships and Commercialization office. The goal is to establish partnerships capable of bringing this innovative explosives detection technology to market, enhancing safety and security across multiple industries and agencies.

LAWRENCE LIVERMORE NATIONAL LABORATORY SEEKS PARTNERSHIPS WITH INDUSTRY TO COMMERCIALIZE INSPECTION TESTER FOR EXPLOSIVES Announcement: Lawrence Livermore National Laboratory (LLNL), operated by the University of California under contract with the U.S. Department of Energy (DOE), is seeking one or more industrial partners to commercialize LLNL's Inspection Tester for Explosives technology. Scientists at LLNL have invented an inspection tester for explosives that can be used as a primary screening tool by non-technical personnel to determine whether a surface contains explosives. The inspection tester can be used virtually anywhere, car and shipping portal checkpoints, airports, first responders, Federal, State, and local Municipal agencies. It is known that surfaces in contact with explosives (for example, during storage, handling, or device fabrication) will readily become contaminated with explosive particulates as a result of their inherent stickiness. Cross contamination in which a secondary surface is contaminated by contact with a contaminated primary surface can also readily occur. Explosive residue will likely persist in large amounts on the explosive packaging and environments, as well as on the individuals involved in building the explosive device, which can provide an avenue for detection of the presence of explosives. LLNL's explosives inspection tester uses a simple and rapid method of operation. The sample pad is exposed to a suspect substance by the sample pad being swiped across a surface or the sample pad being exposed to the suspect substance by adding it to the sample pad. A large number of common military and industrial explosives can be easily detected. LLNL's explosives inspection tester has detection limits depending on the type of explosives present. The chemistry reaction scheme, the types of chemicals, the concentrations, the quantity, and the heat, have been optimized to provide the best results. The inspection tester is extremely fast, sensitive, very easy to implement. It is inexpensive and disposable. Note: THIS IS NOT A PROCUREMENT. Companies interested in commercializing LLNL's inspection tester for explosives technology should provide a written statement of interest that includes: 1. Company name and address. 2. The name, address, and telephone number of a point of contact. 3. Description of corporate capabilities relevant to commercializing the technology. Written responses should be directed to: Lawrence Livermore National Laboratory Industrial Partnerships and Commercialization P.O. Box 808, L-795 Livermore, CA 94551-0808 Attention: FBO 67-04. Please provide your written statement within thirty (30) days from the date this announcement is published to ensure consideration of your interest.
