The U.S. Department of Commerce, through the National Oceanic Atmospheric Administration's Aeronomy Laboratory, intends to enter into a sole source contract with the University of California at Berkeley to conduct highly specialized atmospheric measurements at Chebogue Point, Nova Scotia. The project involves measuring concentrations of nitrogen dioxide (NO2), peroxy nitrates, alkyl nitrates, nitric acid (HNO3), and dinitrogen pentoxide (N2O5) with stringent accuracy and sensitivity requirements. The University of California at Berkeley is uniquely qualified for this task, possessing the necessary instrumentation capable of detecting NO2 at sensitivities better than 10 parts per trillion per minute and NO3 at better than 50 parts per trillion per minute, with measurement accuracies within 5% for NO2 and 15% for NO3. Approximately 45 days of measurements are planned, culminating in a detailed report to be reviewed and accepted by NOAA personnel. This procurement will be conducted under the Simplified Acquisition Procedures in accordance with FAR Part 13 and is not subject to competitive bidding due to the specialized nature of the capability required. The anticipated contract award date is March 24, 2004, with the contract value not expected to exceed $100,000. Prospective contractors must be registered with the Central Contractor Registry to participate in government contracts. The announcement is primarily informational, as the NOAA has determined from market research that no other entity can meet the unique measurement requirements at the accuracy needed. Any questions about the solicitation must be submitted in writing, preferably by email, to the designated contact provided in the notice.
