The 746th Test Squadron of the 46th Test Group at Holloman Air Force Base is planning to award a sole source contract to Spirent Federal Systems Incorporated, based in Yorba Linda, California, to upgrade their existing legacy Global Positioning System (GPS) simulators. The contract specifically targets the enhancement of the GSS STR-x760 GPS simulators to align with the GPS Modernization initiative. Spirent Federal Systems is the sole provider because the simulation software, firmware, computer interface, and related components required for the upgrade are proprietary to the company. Communication regarding this acquisition is directed to the designated Contracting Officer, Ms. Barbara L. Minto, while an Ombudsman has been appointed to confidentially address contractor concerns and ensure they are relayed appropriately within the government structure. The Ombudsman operates independently from the program director and contracting officer, focusing solely on contractor feedback without participating in proposal evaluation or selection. Routine or administrative inquiries should be addressed to the Contracting Officer, and other concerns can be directed to the appointed Ombudsman contact. The contract was posted in June 2002 as a presolicitation notice.
