The Air Force is conducting a market survey via a Request for Information to identify commercially available GPS signal simulators that can support Phase B of the Modernized User Equipment (MUE) Program by April 2005. The simulators must demonstrate verified conformance to multiple encrypted military GPS signals, including Advanced Encryption Standard (AES) encrypted M codes across various interfaces, as well as conform to both military and civilian GPS signal specifications. Key features sought include Selective Availability Anti-Spoofing Module (SAASM) functionality and certification, the ability to simulate dynamic platform scenarios with accelerations up to 12 gs and velocities up to 1200 knots, and the flexibility to configure GPS satellite constellations. Additionally, the simulator should offer an adaptable IMU model or easily synchronize with external IMU simulations, provide precise control over signal levels across a wide range, and support synchronization with jamming or noise sources, either internal or external, over a broad frequency and power range. Organizations capable of meeting these technical requirements, either currently or by the specified date, are invited to submit detailed statements of capability in both hard copy and electronic formats. Responses must comply with specified formatting guidelines and may include proprietary information, which will be protected under government regulations. This RFI is solely for planning purposes and does not constitute a solicitation for proposals or contracts. Interested parties may register with the GPS Bidder’s Library for access to additional information and direct their submissions or inquiries to designated Air Force contacts.

This Request For Information (RFI) is in support of a market survey being conducted by the Air Force to identify potential sources of commercially available signal simulators to support the execution of Phase B of the Modernized User Equipment (MUE) Program. The Government is interested in determining the commercial availability of GPS signal simulators by April 2005 that meet the following requirements: 1) Verified conformance to all Advanced Encryption Standard (AES) encrypted M code signals (Military (M), Puncture Acquisition (PA), and Frequency Hop Acquisition (FA))as specified in Interface Control Document (ICD)-GPS-700A on both L1 and L2, as applicable. 2) Verified conformance to the L1 Course Acquisition (C/A), L2 Civil (C), and L1 P & Y and L2 P & Y codes as specified in ICD-GPS-200C. 3) Verified conformance to SAASM functionality and performance as specified in SS-GPS-001. 4) Certified for Selective Availability Anti-Spoofing Module (SAASM) and Y code simulation operations. 5) Readily created scenarios with platform dynamics ranging from static through 12 gs of Jerk, and acceleration to velocities of 1200 knots. 6) Readily configurable GPS satellite constellations. The simulator should have the following characteristics: 1) An adaptable and configurable Initial Measuring Unit (IMU) model to provide the receiver under test with a stream of simulated platform aiding data. Lacking an IMU model, an easy means of synchronizing the simulator signal output with an external IMU simulation and readily available and adaptable data of the platform dynamics simulated in the signal. 2) An accurate signal level range on any and all codes singly or in any combination and controllable either vernierly or in ?0.5 dB steps from -180 dBW to -100 dBW. 3) An easy means of synchronizing the simulator signal output with an external jamming/noise source generator, or an internal jammer/noise source independently controllable on L1 and L2, each, over a range of -204 dBW-Hz to -50 dBW-Hz with bandwidths from 1 KHz to 31 MHz and having the full range of jammer types. Organizations with existing ability to support the requirements or the ability to support the requirements by the identified need date are requested to submit a statement of capability. Responses must be submitted by mail, as both a hard copy and in electronic form as a document in MS Word 98 or higher format or PDF format. All responses must conform to 8.5x 11 inch pages, with font no smaller than 12 point. Contractor format brochures and other documentation are acceptable as long as they fully document compliance with the stated requirements. All responses are to be unclassified. If responses contain proprietary or competition sensitive data all such data must be appropriately marked and will be protected according to current Government regulations. This information is for planning purposes only, any information submitted by respondents to this RFI is strictly voluntary. Additional questions to the Government may be included under separate cover, the government reserves the right to not respond to all questions but will make an effort to respond to questions. All questions will be considered in future program planning efforts. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the government as to its ultimate acquisition approach. The government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents as a result of this request. Interested parties may register with the GPS Bidder's Library. To request access, please submit a letter listing team members who require access. The web address for the GPS Bidder's Library is https://gps.losangeles.af.mil/gpslibrary/register.asp. Please submit response, bidders library request letter and all technical questions to: Lt Richard Kniseley at 2420 Vela Way, Suite 1467, El Segundo, CA 90245, Phone: +1 (555) 000-0000, Fax: +1 (555) 000-0000; email: contact@example.gov. Contractual questions should be addressed to Ms. Iris Green at 2420 Vela Way, Suite 1467, El Segundo, CA, 90245, Phone: +1 (555) 000-0000, Fax: +1 (555) 000-0000; email: contact@example.gov.

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
