The Air Force Research Laboratory's Directed Energy and Space Vehicles Directorates have engaged Leader Communications, Inc., with a major subcontractor DataCom Sciences, Inc., to provide business and staff support services that include limited administrative access to proprietary information submitted by other contractors. This administrative access is strictly for non-technical purposes such as organizing R&D case files, managing library resources for government personnel, and handling administrative tasks related to Small Business Innovation Research proposals and contracts. The access granted does not involve reviewing or interpreting the content of the proprietary data. To address regulatory concerns, the Directorates obtained a waiver exempting the need for traditional company-to-company agreements to protect proprietary information due to the limited nature of the access. Instead, Leader Communications is contractually obligated to safeguard this information and must secure non-disclosure agreements with its subcontractors, employees, and the government. Copies of these agreements will be submitted to the contracting officer. Future solicitations and contracts will notify offerors of the administrative access needs and the requirement for non-disclosure agreements. Contractors currently holding DE and VS contracts will be individually informed and asked to consent in writing to allow Leader Communications administrative access to any proprietary data associated with their contracts.

General Info

1. The Air Force Research Laboratory's Directed Energy (DE) and Space Vehicles (VS) Directorates have contracted for various business and staff support services, some of which may require the contractor (Leader Communications, Inc.; major subcontractor: DataCom Sciences, Inc.) to access, for administrative purposes only, proprietary information submitted by other contractors. The required access does not involve the review, reading, or comprehension of the content of the information and will be granted to non-technical professionals assigned to accomplish these administrative tasks. Examples of the administrative tasks include: a. Assembling and organizing information for R&D case files b. Accessing library files for use by government personnel in the DE and VS Directorates c. Handling and administration of Small Business Innovation Research proposals, contracts, contract funding and queries 2. In view of the limited types of administrative access Leader Communications will be granted, DE and VS have obtained a waiver from the regulatory requirement for contractors to execute company-to-company agreements for protection of proprietary information. 3. Instead, Leader Communications, Inc. will be contractually bound to protect this information and will be further required to protect this information by entering into non-disclosure agreements with its subcontractors and all personnel employed under the contract, as well as with the Government. Copies of the non-disclosure agreements will be provided to the contracting officer. Future R&D solicitations and contracts issued for DE and VS will include provisions similar to this notice, advising offerors that Leader Communications will require administrative access to proprietary data and that non-disclosure agreements will be executed. Contractors with open DE and VS contracts will be individually notified and asked to provide written consent for Leader Communications to obtain administrative access to any proprietary data delivered under their contracts.

Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for Procurement for Experimental Purposes, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope is divided into five primary technical topic areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The solicitation employs a hybrid approach, featuring an open request for white papers alongside potential one-step or two-step individual solicitations. For the open announcement, interested parties must first submit an unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate to the Neutron STAR Org Mailbox. These submissions are evaluated based on technical merit and best value, with successful candidates invited to submit full technical and cost proposals. Awards may be issued through various instruments, including FAR-based contracts, Other Transactions (OT), or assistance instruments such as grants and cooperative agreements. Submission dates are currently indefinite, and the announcement remains active until further notice. Offerors must be registered in the System for Award Management (SAM) and are required to submit a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. The program maintains an unrestricted ceiling, and the government anticipates making multiple awards based on technical soundness, cost realism, and funding availability.
