Lawrence Livermore National Laboratory, operated by the University of California for the U.S. Department of Energy, is seeking collaborative research and development partners to advance and commercialize a sprayable gelled liquid oxidizer system designed for the detoxification of chemical and biological agents. This gel has been rigorously tested and proven effective against various chemical nerve agents, sulfur mustard, and biological threats such as plague and anthrax, making it suitable for applications including emergency response to terrorist attacks, accidental releases, and military decontamination efforts. The oxidizer gel can be applied to a variety of surfaces including walls, ceilings, floors, and equipment, and offers advantages such as environmental friendliness by producing non-toxic byproducts and ease of cleanup due to its drying into a removable powder. Interested companies are invited to submit a written statement of interest within 30 days, detailing their corporate expertise, relevant facilities, and experience with government approvals necessary for commercialization. The technology is versatile, supporting application methods like spraying, rolling, or brushing, and is adaptable for use in hospitals or even home disinfecting kits. This announcement clarifies that it is not a procurement but an invitation for partners to collaborate on further development and scale-up of this innovative decontamination technology. Supporting technical documentation and patent information are available for those seeking detailed specifications of the gelled oxidizer system.

LAWRENCE LIVERMORE NATIONAL LABORATORY SEEKS COLLABORATIVE R & D PARTNERS TO FURTHER DEVELOP AND COMMERCIALIZE OXIDIZER GELS FOR DETOXIFICATION OF CHEMICAL AND BIOLOGICAL AGENTS Announcement: Lawrence Livermore National Laboratory (LLNL), operated by the University of California under contract with the U.S. Department of Energy (DOE), seeks collaborative research and development partner(s) to further develop and commercialize its gelled liquid oxidizer system for decontamination of chemical and biological agents. LLNL has developed and tested a sprayable gel that has been demonstrated to destroy all types of chemical and biological agents. Independent tests against chemical nerve agents (both ?G? and ?V?), sulfur mustard, and the biological agents plague (y.pestis), antrax (b. anthracis) and other infectious organisms and viruses have conclusively shown the effectiveness of this decontaminant. Oxidizer colloidal gels can be used for detoxification of chemical or biological agents from terrorist attacks, accidental release, or military applications. They are specifically designed to decontaminate walls, ceilings, and floors of buildings or open areas where the agents have been applied to surfaces. They could also be used for recovery of contaminated equipment. The material can be used for general decontamination/clean-up of hospitals and as a potential disinfectant for home use. Simple kits can be prepared for emergency use as required. Oxidizing gels are more environmentally acceptable than current methods and results in non-toxic byproducts. Oxidizing gels could be applied by simplex or air assisted sprayers, rollers, brushes or other techniques. This can clean up hidden contamination in ductwork or inaccessible cracks. It dries to a powder form in 4-6 hours making clean-up as simple as washing down with soap and water or removed by vacuuming up the non-hazardous residue. For additional technical information: Read U. S. Patent 6,455,751, ?Oxidizer Gels for Detoxification of Chemical and Biological Agents?, issued 9/24/02. See PDF File for report UCRL-AR-143212, ?Oxidative Decontamination of Chemical and Biological Agents Using L-Gel? , July 2001. Note: THIS IS NOT A PROCUREMENT. Companies interested in developing and commercializing LLNL's technology gelled liquid oxidizer system for decontamination of chemical and biological agents should provide a written statement of interest, which includes the following: 1. Company Name and address. 2. The name, address, and telephone number of a point of contact. 3. A description of corporate expertise and facilities relevant to commercializing this technology. 4. Experience in obtaining appropriate Government approvals, permits, and registrations. Written responses should be directed to: Lawrence Livermore National Laboratory Industrial Partnerships and Commercialization P.O. Box 808, L-795 Livermore, CA 94551-0808 Attention: FBO000014-03 Please provide your written statement within thirty (30) days from the date this announcement is published to ensure consideration of your interest in commercializing LLNL's technology gelled liquid oxidizer system for decontamination of chemical and biological agents.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
