The Naval Air Systems Command intends to award a sole source contract to Pioneer UAV, Inc. to develop and enhance mobility features for the Pioneer Unmanned Air Vehicle system. This contract involves conducting a detailed design study to improve the air vehicle's payload and Tactical Common Data Link, submitting an Engineering Change Proposal to implement these enhancements, and delivering two engineering development units with these modifications for testing. Additional tasks include redesigning the Tactical UAV Ground Control Station, integrating control software, performing system tests, and providing logistics support. A key element of the work is the development of a portable ground control station to improve operational flexibility. The mobility enhancements focus on modifying existing launchers, trailers, and manpack receiving stations to reduce weight and volume. Due to the proprietary nature of the Pioneer system, including the lack of production drawings and the specialized knowledge required, Pioneer UAV, Inc. is uniquely qualified as the original designer, developer, and sole manufacturer to perform this work. Awarding this contract to any other company would cause duplicative costs and delay the Navy’s objectives. The contract is planned to span from March 2003 to February 2005. This notice is not open for competitive proposals and responses are to be sent directly to the Navy contact via email.

Full Description

The Naval Air Systems Command (NAVAIR) plans to award a sole source contract to Pioneer UAV, Inc. (PUI), Hunt Valley, MD to develop mobility enhancements for the Pioneer Unmanned Air Vehicle (UAV); complete a Pioneer system study which will include an air vehicle detailed design study with improved payload and TCDL; submit an Engineering Change Proposal (ECP), based on the design study, to implement the proposed mobility enhancements and air vehicle designs; deliver two Air Vehicle Engineering Development Units in accordance with the ECP to include the TCDL installation for test; design modifications to the Tactical UAV GCS, integrate Pioneer control software, perform system test and provide logistics support. Additionally, the contractor will be required to develop a Portable Ground Control Station design for the Pioneer UAV System. Mobility enhancements consist of modifications to the existing launcher, trailers and manpack receiving stations to improve operational flexibility and reduce weight and volume. The contractor for this acquisition will be required to have significant interaction with the contractor tasked to develop and test the Tactical Control System software for the Pioneer Ground Control Station. Tasks for this acquisition require detailed knowledge of the Pioneer System design and operating characteristics since production drawings are not available. Accordingly, as the designer, developer and sole manufacturer of the Pioneer UAV, PUI is the only firm with the unique knowledge, experience, technical expertise, and understanding of the Pioneer design and system architecture. Award to any one other than PUI would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the Navy's requirements. The estimated period of performance for this acquisition is March 2003 to February 2005. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responses to this notice can be sent via email directly to contact@example.gov.

Solicitation # N0001927R0054
The Naval Air Systems Command is seeking information for the F-35 JPO Enterprise Data Science and Analytics Support contract, identified by solicitation number N0001927R0054. This effort focuses on the formulation, development, and deployment of production-ready machine learning solutions, including predictive maintenance, readiness forecasting, and supply-chain optimization. The scope includes business intelligence through executive data storytelling and interactive dashboards, as well as the design of secure cloud data architectures using AWS GovCloud, Azure Government, or Snowflake. Technical deliverables must be packaged in security-hardened Docker containers and deployed via Kubernetes or OpenShift, with a requirement for ETL/ELT pipelines to maintain at least 98 percent data completeness and accuracy. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements. Due to the sensitive nature of the work, the company must be U.S.-owned and headquartered in the United States, and personnel must possess active Top Secret clearances. Key personnel requirements include a Data Science/Machine Learning Lead, an Enterprise Data Architect, and a Business Intelligence and Analytics Lead. While this is currently a sources-sought RFI and no formal solicitation exists, respondents must be registered in the System for Award Management and fall under NAICS code 541511.
