Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

AI Contract Overview

The Naval Surface Warfare Center, Dahlgren Division, is soliciting white papers for research proposals focused on target vulnerability and weapons lethality. Key areas of interest include the modeling and analysis of non-nuclear damage mechanisms to target structures and systems, the effects of weapon fragmentation on air and surface targets, advanced computational techniques for weapon system analysis, and research on the response of ballistic missile threats to weapons effects. Additional emphasis is placed on hardware and software development for weapon performance assessment and broader studies related to target vulnerability and weapon lethality modeling. Proposals should clearly demonstrate how the work advances scientific knowledge and contributes to Navy mission objectives. Offerors must submit concise white papers—limited to five pages—detailing their proposed work, cost estimates, schedule, and organizational experience. Separate white papers are required for each technical area of interest, and all proprietary information must be clearly marked. The submission period covers fiscal year 2004, with awards possible at any time during this interval; funding is not guaranteed for all proposals deemed meritorious. The evaluation criteria focus on technical merit, relevance to Navy requirements, offeror capabilities, key personnel qualifications, innovation, and cost realism. While cost sharing is not mandatory, it is encouraged. Formal proposals may be requested following initial white paper review. The announcement includes instructions for submission, contact information, and emphasizes compliance with contractor registration requirements.

Specific areas of interest are as follows: (1) research, analysis, characterization and/or modeling of the vulnerability of target structures, systems and components to non-nuclear damage mechanisms, (2) research, analysis, characterization and/or modelin g of the damage effects of weapon fragmentation against air or surface targets, (3) research in advanced computer techniques (hardware and/or software) to assist in the modeling and/or analysis of weapon systems including damage mechanism deployment and/or target response, (4) research, analysis, characterization and/or modeling of the weapons effects on ballistic missile threats including payload response, (5) research, development, instrumentation, analysis and/or experimentation of hardware or software for the purpose of weapon performance assessment or characterization, (6) other general areas of target vulnerability, damage mechanism lethality, and endgame effectiveness modeling. WHITE PAPER SUBMISSION: Offerors shall submit white papers summarizing each proposed concept, including a rough order of cost magnitude and schedule to perform the proposed work, to obtain an indication of potential NSWCDD interest. All proprietary portions of the white paper shall be clearly identified and will be treated in the strictest confidence. White paper shall be submitted in an original and four copies to Naval Surface Warfare Center, Dahlgren Division, Attn: Code XDS116, 17320 Dahlgren Road, Dahlgren, VA 22448-5100.
