The Naval Sea Systems Command (NAVSEA) is seeking information from industry regarding their capabilities to support the development, integration, and testing of a Naval Electromagnetic Launcher (EML), commonly known as the Railgun, in support of the U.S. Navy. This Request for Information (RFI) is a precursor to a long-term contract strategy intended to transition the EML program from concept and technology development through system development, demonstration, and eventual fleet introduction. The Navy is interested in exploring innovative and alternative contracting models and business approaches that encourage open architecture, rapid prototyping, and technology insertion. Industry input will help shape acquisition strategies, including the potential roles of a lead system integrator and partnerships with multiple contractors, academic institutions, research centers, and government labs. In addition to soliciting industry proposals on contract strategies, the Navy plans to host an Industry Day followed by monthly working group meetings to address various technical and programmatic aspects, such as requirements analysis, systems engineering, ship integration, energy storage, projectile development, and acquisition planning. These collaborative efforts aim to culminate in a comprehensive acquisition roadmap and briefing to Navy leadership. Interested parties are invited to submit responses to a specified program office by a set deadline, with instructions to avoid proprietary details unless clearly designated. The initiative is designed to foster broad industry engagement and innovative contributions to ensure the EML program meets performance, cost, and development goals efficiently.
