Full Description

The Defense Threat Reduction Agency (DTRA) intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract on a sole source basis to Nuclear Safeguards and Security Systems, Inc., 765 Emory Valley Road, Oak Ridge, TN 37830 for an effort entitled - Smart Threads Integrated Radiation Sensors. The objective of this effort is to develop near-term, scalable solid-state radiation detection systems to search for and verify the presence or absence of nuclear Weapons of Mass Destruction (WMD), Improvised Nuclear Devices (IND), Special Nuclear Materials (SNM), Radiological Dispersion/Exposure Devices (RDD/RED), and/or Chemical and Biological Weapons on land and in the sea and air. This class of radiation detectors will be used in a wide range of operational environments, and shall be readily configured into a system of systems in order to meet the mission requirements of counter proliferation and counter terrorism regimes. These detection systems shall principally use a solid-state technology as the detection medium for both gamma and neutron radiation, and shall be scalable, formable, flexible, and unsusceptible to single point destruction. The statutory authority for this non-competitive action is (10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source, and is supported by an approved Justification and Approval. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. Note 22.
