VA Connecticut Healthcare System intends to negotiate sole source procurements with the Center for Research & Development, 234 Church Street, New Haven, CT 06510 to provide PTSD research by collecting psychological, psychophysiological and biological data from individuals. Data will be collected from active duty military personnel who are members of the special operations community. The research and data will be gathered from Level C military survival schools. Other vendors interested in providing these services must have approval to access and perform research at Level C military survival schools and must be cleared for work with all applicable Defense and Intelligence organizations for projects that target behavioral science issues relevant to human cognition and performance under conditions of acute stress. This procurement is under the authority of FAR 6.302. Businesses who feel they may be capable of providing these services shall submit all applicable information to VA Connecticut by March 13, 2008. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination based on responses to this notice is solely within the discretion of VA.
