The U.S. Environmental Protection Agency, Office of Science Coordination and Policy (EPA/OSCP) intends to award a sole source contract to the University of South Carolina Research Foundation for interlaboratory scientific research and development services, involving validation assays and Harpacticoid Copepod testing guidelines. This acquisition serves as a follow-on contract for the continued provision of research and development services as described herein. In accordance with FAR Subpart 6.3, these services are deemed available only from the original/incumbent source, and in order to establish or maintain an essential research or development capability by an educational, nonprofit institution. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. A determination to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
