V--Exclusive Use Helicopter Flight Services, Yosemite
Solicitation # 140D0426R0068
Solicitation 140D0426R0068 is an Indefinite Quantity contract set aside for small businesses to provide exclusive use helicopter flight services at Yosemite National Park, with a designated reporting base at Crane Flat Helbase. The contractor is responsible for providing a turbine engine aircraft with skid landing gear and dual hydraulics, capable of a 1,500-pound non-jettisonable payload at 7,000 feet pressure altitude and 30 degrees Celsius. Operations involve transporting personnel and cargo for natural resource missions, including search and rescue, fire suppression, aerial ignition, and law enforcement reconnaissance, often operating between 2,000 and 14,000 feet MSL in temperatures exceeding 38 degrees Celsius. The scope of work requires the provision of all pilots, fuel, and a fuel servicing vehicle, with pilots holding at least an FAA commercial pilot certificate and rotorcraft-helicopter rating. The government will award the contract based on best value, utilizing a tradeoff analysis where technical capability, organizational safety, and past performance are weighted equally and are significantly more important than the total evaluated price. Performance periods are estimated for Year Two (March 2028 to February 2029) and Year Three (March 2029 to February 2030). Invoicing must be processed electronically through the Invoice Processing Platform with required Aircraft Use Reports. Strict equipment standards apply, including specific high-visibility markings for rotor blades and color-coded fuel identification for servicing vehicles. Proposals must be submitted via email to the Interior Business Center and organized into volumes covering the offer, technical capability, and organizational safety.
