AI Contract Overview
The National Institute on Aging (NIA), part of the National Institutes of Health (NIH), plans to negotiate a non-competitive, five-year cost reimbursement contract with MedStar Research Institute (MRI) to provide clinical research support services focused on aging-related diseases. These services are integral to continuing and expanding ongoing longitudinal studies such as the Baltimore Longitudinal Study of Aging (BLSA) and Healthy Aging in Neighborhoods of Diversity Across the Life Span (HANDLS). The clinical services encompass the care of NIA Intramural Research Program (IRP) subjects at Harbor Hospital, involving specialties related to age-associated diseases including endocrinology, cardiology, neurology, immunology, genetics, and oncology. MRI has been the incumbent provider since 2000, demonstrating expertise in delivering these complex and evolving clinical research requirements. The contract requires immediate access to at least 23,000 square feet of contiguous space within a JCAHO-accredited hospital located within 15 minutes of the Gerontology Research Center in Baltimore, MD. This facility must accommodate inpatient beds, examination rooms, research pharmacy, clinical laboratories, nourishment and patient monitoring spaces, and secure areas for medical records and specialized equipment. Additionally, it must support the admission of patients needing acute care due to participation in NIA IRP research protocols and provide access to various hospital services such as diagnostic imaging, pathology, nuclear medicine, and blood bank services, along with housekeeping, food service, and security. The contract will initiate with a one-year base period starting around February 2008, followed by four one-year options. While the procurement is currently non-competitive under statutory authority, proposals from other qualified sources will be accepted and considered if submitted. The point of contact for the contract is Contracting Officer Theresa Koomson.
