The Centers for Disease Control and Prevention plans to award a sole source firm fixed price purchase order to Ana Consuelo Matiella and Associates due to their unique expertise in producing culturally and linguistically effective fotonovelas for Latino communities, specifically in diabetes education. Ana Consuelo Matiella, recognized as a pioneer and expert in this health education medium since 1983, brings decades of experience in creating bilingual and multicultural health education materials. The project aims to develop an engaging and informative fotonovela focused on diabetes self-management targeted at Hispanic populations across several U.S. regions including California, New York, Miami, and New Mexico. This work will involve a literature review, integration of CDC and contractor research, focus group testing with diverse Latino subgroups, and script development tailored for both educational impact and entertainment value, intended also to demonstrate to telenovela writers how diabetes-themed stories can be compelling and culturally relevant. This contract is awarded under a sole source justification according to federal acquisition regulations, given that Ana Consuelo Matiella is the only known provider capable of delivering the specialized expertise required. The CDC’s Division of Diabetes Translation aims to leverage this culturally tailored entertainment education tool to address health disparities and improve diabetes prevention and control in Latino communities. The contractor will produce draft materials for review and revisions with CDC staff, followed by field testing to ensure linguistic and cultural appropriateness. The contract is managed by Contract Specialist Matthew C. Ellington, with the overarching objective to blend health promotion principles with culturally resonant storytelling methodologies to effectively mobilize and educate the targeted Latino populations on diabetes management.
