This cost-reimbursement contract, awarded by the Department of Defense through the W6QK Acc-Apg office in Aberdeen Proving Ground, Maryland, focuses on the development of prototype detection systems utilizing 2D Raman spectroscopy for energetic detection. A cost-reimbursement structure was selected over a fixed-price agreement due to performance uncertainties that prevented accurate cost estimation. The project scope involves the design of four prototype instruments. Two of these devices are intended for the trace detection of residual explosives at standoff distances of up to 40 meters with an identification time of less than ten seconds. The remaining two instruments are designed for non-standoff detection to provide detailed compositional analysis and unique spectral fingerprinting of explosive materials within five minutes.

Full Description

This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This project will design four prototype instruments using 2D Raman spectroscopy. Two instruments will be designed for the trace detection of residual explosives at standoff distances up to 40 meters and identification in less than ten (10) seconds. Two additional instruments will be developed for the non-standoff detection of explosive material to yield highly unique spectral information which can potentially provide a "fingerprint" or compositional analysis of the material within five (5) minutes.

This Foreign Military Sales procurement, identified as FMS Case CO-B-VJC, is for the acquisition of sea assault equipment for the Government of Columbia. The solicitation is a total small business set-aside under NAICS code 339999, managed by the Department of Defense through the W6QK Acc-Apg office. Awards will be made based on the Lowest Price Technically Acceptable (LPTA) criteria, and the government may issue multiple awards to different vendors if no single offeror can provide all items at a fair and reasonable price. To be eligible, vendors must submit a single quote via the Unison Marketplace by 1:00 PM EST on November 13, 2026, ensuring all green cells in RFQ Attachment 1 are completed and technical specifications for each part number are clearly demonstrated. Vendors must provide a single shipping address for all items, as drop shipments are prohibited, although partial shipments are acceptable. All materials must be available for pickup within the continental United States. Technical proposals for alternative materials require side-by-side comparisons and clear identification of how specifications are met. The government will utilize price analysis per FAR 15.404-1 to determine fair and reasonable pricing and intends to make awards based on initial submissions without requesting revisions. Invoicing and payment will be processed through the Wide Area Workflow (WAWF) system, with specific shipping and billing instructions provided at the time of award.
