The Department of Veterans Affairs plans to award a sole source contract to Uniform Data System for Medical Rehabilitation located in Amherst, NY, to continue its participation in an international uniform data system dedicated to medical rehabilitation. This contract will support the VA’s Physical Medicine and Rehabilitation Services by enabling the collection and submission of functional assessment data for each patient admitted to and discharged from rehabilitation bed services. The data collected will be submitted to the Uniform Data System for Medical Rehabilitation (UDSmr) at the State University of New York at Buffalo, allowing the VA to compare its outcomes with approximately 855 private sector rehabilitation facilities that are also UDSmr members. All VA facilities across the care continuum will have the capability to input patient functional assessment data from any bed location, facilitating comprehensive data collection. With this contract, the VA will gain access to quarterly outcome reports compiled by UDSmr for member facilities, as well as consolidated corporate reports for Veterans Affairs Central Office. The UDSmr data supports program evaluation, quality management, and the development of managed care models within the VA. Importantly, the contract authorizes the use of the Functional Independence Measure (FIM) assessment tool, a key instrument in credentialing VA facilities in the FIM data collection process. While this announcement is not a solicitation or request for quotes, interested parties may submit capability statements for consideration in future procurements, though these submissions will not be reimbursed and the Government retains sole discretion in deciding to compete the contract. Correspondence is preferred via email, and proprietary information should be clearly marked.

Full Description

The Department of Veterans Affairs intends to award a sole source contract under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1(2)(ii)(A) to Uniform Data System for Medical Rehabilitation, 270 Northpointe Pkwy. Suite 300, Amherst, NY. The contract is for the continue participation in an international uniform data system for medical rehabilitation by the Department of Veteran Affairs Physical Medicine and Rehabilitation Services (PM&RS). Functional assessment data of each patient admitted to and discharged from rehabilitation bed-services is collected and submitted to the Uniform Data System for Medical Rehabilitation (UDSmr) at the State University of New York at Buffalo. Enrollment entitles VA to comparison data that represents approximately 855 private sector rehabilitation facilities that also hold UDSmr membership. All facilities within the VA continuum of care also can enter their functional assessment data for patients treated within PM&RS at any bed location. From this data, UDSmr compiles quarterly outcome reports that are made available to each member facility while VACO is provided corporate roll-up reports. Program evaluation methodologies, total quality management practices, and managed care prototypes are made possible through careful use of this data. The contract will allow the use of the Uniform Data System's Functional Independence Measure (FIM) instrument assessment tool, which allows the VA facilities to be "credentialed" in the FIM data collection process. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement which shall be considered by the agency on future procurements. The government shall not reimburse interested parties for submissions of capability statements in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. E-mail is the preferred method of communication. No telephonic responses will be honored.
