The Missile Defense Agency (MDA) is seeking to upgrade the Early Warning Radar (EWR) at Thule Air Base in Greenland, with the objective of maintaining compatibility with ongoing upgrades at related EWR sites in Beale Air Force Base, California, and RAF Fylingdales in the United Kingdom. The contract involves the production of hardware and software upgrade kits, modifications to the Thule EWR facility to facilitate these upgrades, adaptation of the upgraded EWR baseline to address site-specific conditions at Thule, installation of the upgrades, and support through the completion of evaluations integrating the radar into the Ground-Based Midcourse Defense (GMD) system. The contract is intended to be awarded to Raytheon Corporation as the sole responsible source due to their existing role as the manufacturer and developer of the Beale and Fylingdales EWR upgrades, enabling adherence to a critical 2008 deployment schedule while avoiding significant cost duplication and delays. The contract structure includes a firm-fixed-price component for hardware upgrades and a cost-plus-award-fee component for software and facility modifications. Awarding the contract exclusively to Raytheon is justified under federal acquisition regulations citing the uniqueness of the source and the impracticality of competition, as alternative contractors would face extensive delays and costly duplication of efforts. The effort is managed by the MDA’s offices in Huntsville, Alabama, with designated points of contact overseeing contract activities. A formal Justification and Approval for Other Than Full and Open Competition is underway to support the sole-source award to Raytheon.

Full Description

The Missile Defense Agency has a requirement for an upgrade to the Early Warning Radar (EWR) located at Thule Air Base (AB), Greenland. This upgrade shall retain commonality with the ongoing upgrades to the EWRs located at Beale Air Force Base, CA and RAF Fylingdales, United Kingdom. Under this effort, the contractor is required to produce hardware and software upgrade kits, design and modify the Thule EWR facility to accomplish the hardware and software EWR upgrades, adapt the upgraded EWR baseline for Thule deployment (i.e., accommodate site specific issues), install the hardware and software upgrade kits, and provide support to completion of force development evaluation of the upgraded Thule AB EWR into the Ground-Based Midcourse Defense (GMD) system. MDA intends to award a contract to the Raytheon Corporation for this effort. MDA intends this contract to be firm-fixed-price for the upgraded hardware, and cost-plus-award-fee for the software and facility upgrades. This contract award to the Raytheon Corporation will be under the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1-(a) (ii): only one responsible source. Raytheon, the radar manufacturer and developer of the upgrades of the EWRs at Beale and Fylingdales, is the only company that can provide the required upgrade to meet a 2008 deployment schedule without a significant duplication of cost to the Government. An award to any other source would result in unacceptable delays in deploying additional capabilities to the radar at Thule AB and require a significant duplication of costs while another contractor establishes the facilities and expertise to accomplish the upgrade. A Justification and Approval for Other Than Full and Open Competition is in process.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.

The Missile Defense Agency (MDA) Advanced Capability Concepts solicitation, HQ0860-25-S-C001, is an ongoing effort to identify and acquire innovative concepts, technological breakthroughs, prototype demonstrations, and scientific innovations to enhance the robustness and effectiveness of all Missile Defense System elements. This solicitation is open for a five-year period from May 9, 2025, to May 8, 2030, and utilizes a two-step competitive process. In the first step, industry partners submit white papers for evaluation based on technical merit, importance to agency programs, and funding availability. Selected offerors then proceed to a second step involving detailed negotiations. The agency is open to various contract types and authorities, including FAR-based procurements, Other Transaction (OT) agreements, Broad Agency Announcements (BAA), Prototype Entry Points (PEP), and Commercial Solutions Openings (CSO). White paper submissions must be sent electronically to MDA.ACC-WP@mail.mil and include a title page, executive summary, program description, program plan with a milestone chart, description of prior work, a Rough Order of Magnitude cost estimate, and a program summary quad chart. Evaluation is weighted heavily toward technical achievement (50%), with research capabilities (25%) and program management (25%) making up the remainder. Offerors must be registered in the System for Award Management (SAM) and are required to disclose any organizational conflicts of interest using MDA Form DA-78-F2. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program where applicable.
