On October 20, 1999, the National Library of Medicine awarded contract N01-LM-0-3503 to the University of Tennessee’s Office of Research to assist in developing the Insight Toolkit (ITK) API and the initial implementation of the Segmentation and Registration Toolkit (SRT). The contract focuses on streamlining ITK code, enhancing internal software architecture consistency, expanding documentation for existing algorithms, and creating educational examples. The University of Tennessee has been executing these services for over two years and continues to work on improving low-level image processing modules, refining segmentation modules, advancing level-set surface modeling solvers, and demonstrating integration with visualization and user-interface software. The National Library of Medicine intends to extend this contract for an additional twelve months on a sole source basis, citing the University of Tennessee’s unique expertise and prior experience, which make them the only qualified provider capable of delivering these services efficiently and without unnecessary costs or delays. This extension aims to continue progress on the project’s goals, including optimizing performance and expanding educational resources associated with ITK. The notice clarifies that this is not a Request for Proposals, as the extension will be awarded based on statutory authority allowing sole source negotiation.

The University of Tennessee is currently providing the required services, and will continue to improve and refine the ITK low-level image processing module (including speed-ups, API modifications, and concept checking), to improve and refine the ITK watershed segmentation module, improve, to refine and expand the ITK level-set surface modeling solver code including a redesign of the narrow-band solver, and to demonstrate the integration of ITK with visualization and user-interface software through concise publishable examples. The University of Tennessee has been performing the required services for the past two and a half years under the current contract.
