The Department of Game, Fish and Parks (GFP) is soliciting Statements of Interest for Administration/Design/Construction services to be performed on the owner's behalf to provide site investigations and report, hydraulic modelling, plans, specifications, cost estimates, and site inspection/testing for a fish barrier at East Vermillion Lake Dam in McCook County, SD. The consultant will be working alongside SD GFP to provide plans, specs, and information for the duration of the project. The South Dakota Department of Game, Fish and Parks is seeking engineering consulting services to evaluate feasible, cost-effective options for preventing the upstream movement of invasive carp into East Vermillion Lake during high water events. High-water events in 2019 and 2024 resulted in partial erosion of the park entrance road where it intersects the spillway, creating a potential pathway for invasive carp to enter the lake system. Because East Vermillion Lake is connected to other significant recreational waters, including Lake Thompson, preventing the spread of invasive carp is a priority. The selected engineering consultant will assess, design, and develop specifications for potential fish deterrent systems at the East Vermillion Lake Dam. The projects scope of work will include, but is not limited to: • Geotechnical borings, site investigations, hydraulic modelling and fish barrier recommendations for the project. • Design and plans preparation activities as necessary to prohibit passage of invasive carp into Lake Vermillion • Land surveying activities. • Hydrologic/hydraulic design activities. • Construction inspection & survey activities. The Consultant shall provide site investigation report, & design concepts report with cost estimates for the project by June 1st, 2027. The chosen Consultant will be asked to provide detailed invoices showing cost breakdowns billed to specific project codes in half hour increments. Copies of the Statement of Interest must be submitted by 5:00 PM CT on December 17th, 2026. Please send an electronic copy (media or e-mail attachment) to: James Gilkerson, P.E. Department of Game, Fish, and Parks 523 E Capitol Pierre, SD 57501-3182 Phone: +1 (555) 000-0000 Email: contact@example.gov Those firms that desire additional information specific to the project may contact James Gilkerson at (605)- 773-4521 or email contact@example.gov
