Statement of Work (SOW) or Performance Work Statement (PWS) supplement In accordance with the Revolutionary FAR Overhaul (RFO) this additional information shall be included in all SOW's and PWS's. This supplement will be incorporated into the final SOW/PWS put on contract award.
INTENT TO AWARD SOLE SOURCE
The Air Force Life Cycle Management Center (AFLCMC) intends to award a sole-source, firm-fixed-price contract to the Accreditation Board for Engineering and Technology (ABET), 400 North Charles Street, Baltimore, MD 21201, for the annual ABET Accreditation Maintenance for the Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base, Ohio.
Market research was conducted, and it has been determined that ABET is the only source that can provide the required accreditation services. ABET is the sole recognized accreditor for college and university programs in applied and natural science, computing, engineering, and engineering technology. The specialized and proprietary nature of their accreditation process, which has been in place for AFIT's programs since 1963, makes them the only source capable of providing the required services for the maintenance of accreditation for seven of AFIT’s engineering and applied science programs. Awarding a contract to any other entity would not be possible as no other organization is authorized to perform ABET accreditations.
In accordance with Revolutionary Federal Acquisition Regulation overhaul, (RFO) 5.207(c)(15), the justification for the lack of competition is that the required proprietary service is only available from a single source. Therefore, this acquisition is being conducted under the authority of (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
