The Norfolk Naval Shipyard is conducting market research under FAR Part 10 to identify qualified sources capable of delivering an accredited apprenticeship program leading to an Associate of Applied Science degree and a Trade Technician Career Studies Certificate in Marine Industrial Occupations. The anticipated contract is a Firm Fixed Price arrangement with a one-year base period and three one-year option periods, totaling up to four years of performance, with initial instruction scheduled to begin in January 2027. The program must support 250 apprentices annually across four cohorts, with curriculum tailored to shipyard-specific trade requirements, strict compliance with 29 USC §50 and 20 CFR Part 29, and alignment with federally registered apprenticeship standards. All instructors must be qualified per accrediting body standards, maintain secure exam protocols, and undergo observation during the first and second weeks of each course, while the institution must submit a Quality Assurance Program outlining academic integrity measures, instructor evaluations, and annual Student Learning Outcomes updates. Proprietary and sensitive information encountered during performance is protected under SECNAVINST 5510.36A, requiring all personnel to obtain Defense Security Service clearances and DBIDS access badges, with strict prohibitions on disclosure of classified or proprietary data, and violators subject to material breach.
