2.    Introduction:
This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is conducting market research to identify potential sources for an anticipated contract for ABS special periodical survey drydocking. The purpose of this notice is to obtain information, for planning purposes, regarding the availability and capability of qualified sources. 
The purpose of this notice is to obtain the following information:
1. Determine what sources exist that are capable of satisfying the Government’s requirement,
2. Determine the capability of potential contractors,
3. Determine the size and status of potential sources under NAICS 336611 – Ship Building and Repairing, and
4. Determine the level of competition.
3.    Requirement Description:
The GLS is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada, including two navigation locks: Eisenhower and Snell Locks. The Corporation’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway, which includes maintenance, repair and/or replacement of structures, facilities, and floating plants.
GLS plans to issue a solicitation for the 5-year ABS (American Bureau of Shipping) special periodical survey drydocking of its 118’ L, 45’ B, 19’-7” molded draft, 826.27 LT lightship and 1059.86 LT loaded total capacity, twin azimuth drive steel hulled towing vessel, M/V Seaway Guardian (IMO # 9883039, Official # 1295108) which shall require a portion of time drydocked to perform hull and load line survey inspections and time at a wet lay berth to finish ABS surveys and trials. GLS expects to evaluate shipyard firms based on 1) Specialized Experience and Technical Competence to perform ABS survey required inspections, machinery and electrical testing and other shipwright and hotwork jobs 2) Professional qualifications of the shipyard firm based on past vessel drydocking projects 3) Geographic location within a radius of 500 miles of Massena, NY 13662 4) Past Performance of completing ABS annual and special periodical surveys 5) Capacity to accomplish work in the required timeframe of one month.
The following surveys are required:
•    ABS Special Periodical Drydock Survey #1.
•    ABS Special Periodical & Annual Survey – Automation #1 & #6
•    ABS Special Periodical & Annual Survey – Hull #1 & #6
•    ABS Special Periodical & Annual Survey – Machinery #1 & #6
•    ABS Renewal of Load Line Survey – Great Lakes #1 (Extended to 2026).
•    ABS IAPP Annex VI Survey #1
•    ABS IOPP Annex I Survey #1
•    Other items include performing various machinery, equipment and/or structural repairs, removals, and/or installations in addition to various coating repairs.

2.    Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may include services for entities outside of the federal government. Brief descriptions of the relevant projects shall be provided along with contact references for each project.  (Not to exceed 3 pages).
