Solicitation No. T8493-25-0060 Advance Contract Award Notice An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. BACKGROUND: Aircraft Services Directorate (ASD) is responsible for the provision of aviation services in support of its operations as well as those of other federal departments and agencies. ASD conducts aerial surveillance patrols in northern Canada. Iqaluit has been determined to be an appropriate geographic location for frequent rest stops and operational administrative support activities. The flight crew frequently operates outside of the normal operating periods and restaurants are closed. As ASD has no facilities in Iqaluit, accommodations for its personnel as well as secure storage for its aircraft parts and tooling are required. 2. DEFINITION OF REQUIREMENTS: Aircraft Services Directorate requires seasonal accommodations for its fixed wing personnel while on operational deployment in Northern Canada. 3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES- MINIMUM ESSENTIAL REQUIREMENTS: MINIMUM ESSENTIAL REQUIREMENTS Requirement: It is anticipated that the services will be required from July 6, 2026, to October 15, 2026 with an option to extend from October 15, 2026 to November 15, 2026 (31 nights) The supplier must meet and provide all of the following requirements: #1 The accommodation services must offer the following: Five (5) fully furnished* suites equipped with an in-suite kitchen that are available for 101 nights and includes all of the following: • full-size refrigerator • stove • ironing board • cable or satellite television • climate control (heating) #2 Two (2) overflow rooms every Thursday (exact day of the week to be determined by May 31) throughout the period. The day of the week may change based on CCG’s operational requirement, if availability permits. #3 Housekeeping/room cleaning services at every crew change and on an as and when requested basis, including but not limited to all of the following: • Provision of and changing of bed sheets for clean bed linens and clean pillows • Cleaned and disinfected bathroom and toilet • Towels • Washcloths • Toiletries such as soap and shampoo. #4 Customer Service Desk/Reception available by telephone and room and floor maintenance (e.g., broken toilet, leaks) available 24/7. #5 Premium Internet access #6 Three (3) parking Spaces #7 24 hours access to a coin “wash” laundry facility on the premises with at least two(2) washers and two(2) dryers in clean and good working order. #8 Quiet hours policy in place #9 Elevator access to upper floors (facilities with more than one (1) floor) 4. JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER: Iqaluit is an isolated northern community with a large transient population during the summer, and a much smaller transient population during the winter.Accommodations are severely limited with the closure of one hotel and the increased seasonal construction and government activity in Iqaluit. Canada believes Capital Suites (the pre-identified supplier) is the only commercial accommodation supplier in Iqaluit to provide bedroom suites that are equipped with a full kitchen and meets all the minimum essential requirements described in this ACAN. 6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION: Exception 6d) of the Government Contracts Regulations, where “only one person or firm is capable of performing the contract.” Is invoked for this procurement. 7. LIMITED TENDERING REASONS: All of Canada’s free trade agreements allow for limited tendering. The reason that justifies and is invoked to limit the tender is as follows: “where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons (CAP Code 71 Exclusive Rights): iii. due to an absence of competition for technical reasons.” 8. OWNERSHIP OF INTELLECTUAL PROPERTY: There should be no intellectual property generated from this requirement. 9.
