Nature of Requirements:
This procurement is to satisfy an ongoing need for conformance testing of computer technology systems against Information Communication Technology (ICT) accessibility requirements for Government of Canada (GoC) organizations.
Recent changes to legislation have created an increasing awareness of Canada’s obligations to offer accessible tools, documents and web pages to GoC employees. The Treasury Board Secretariat of Canada (TBS) has made public commitments that as of 2021, all new major ICT systems launched will be accessible and usable by all. The expected outcome of this procurement is to facilitate meeting this obligation by offering an efficient, repeatable vehicle to supply accessibility testing services, including: Web accessibility conformance testing; Document accessibility testing; Software accessibility conformance testing; Native Mobile Applications accessibility conformance testing; Hardware ICT accessibility conformance testing; and, Accessibility test coordination.
The resulting Standing Offer will include one (1) initial year of services, with four (4) option periods to be exercised annually. With each option period, the Standing Offer will be 'refreshed, with the addition of new offerors and client organizations.
As the obligation to provide an accessible experience to all employees matures, more offerors and GoC client organizations will be added at the annual refresh, as options are exercised. The long term intention is for all GoC organizations to have access to this Standing Offer: As a consistent supply of these services becomes more readily available, the supply vehicle may transition to a competitive Supply Arrangement, providing more access to accessibility testing services throughout the GoC.

The Crown retains the right to negotiate with suppliers on any procurement.
