Acoustic De-couplers

The Portsmouth Naval Shipyard, through DLA Maritime, is soliciting acoustic decouplers under sole-source authority to Northrop Grumman, with no acceptance of “equal to” alternatives, as these are direct replacement parts for existing military equipment. The solicitation, identified as SPMYM326Q5046, requires all offerors to submit complete responses including pricing, FOB point, CAGE code, point of contact, business size under NAICS code 334290, GSA contract number if applicable, and payment preference between Government Commercial Purchase Card or Wide Area Workflow. All submissions must include completed provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019, as well as the country of origin for each line item and, if not the manufacturer, the manufacturer’s name, location, and business size. The offer deadline is May 14, 2026, at 5:00 PM EST, with responses sent via email to robert.dowdle@dla.mil and DLA-KME-QUOTATIONS@DLA.MIL. Payment is net 30 days after material acceptance, and invoicing must be submitted through WAWF, though GCPC payment is permitted as an option. Deliveries are to be made to the Portsmouth Naval Shipyard in Kittery, Maine, with inspection and acceptance conducted at destination by the Government using DD Form 250 or equivalent. All items must comply with ASTM D-3951 for commercial packaging or MIL-STD-129 for military packaging, including proper labeling, barcoding via DLA’s Vendor Shipment Module, and prohibition of certain materials like asbestos, excelsior, and loose fill polystyrene. Product Verification Test samples must be clearly marked and accompanied by traceability documents. Contractors must affirm compliance with federal prohibitions on covered telecommunications equipment, Kaspersky, Huawei, ZTE, Hikvision, Dahua, and TikTok, and report any noncompliance within 72 hours. No access to DLA-controlled technical data is permitted. The award will be made using a Lowest Price Technically Acceptable basis, with evaluation factors including $200 for unused Government surplus property and $600 for coordination with Engineering Support Activities. Offerors must provide
